Description

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified vendors to provide, install, and support advanced Door Alarm Systems designed to enhance security and minimize unauthorized access within Montgomery County Public Schools (MCPS). These systems must be scalable, user-friendly, and integrate with MCPS’s existing security and emergency management infrastructure. MCPS intends to move forward with a full modernization approach while allowing vendors to also present full modernizations in stages of their proposals.

To: Prospective Respondents:
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified vendors to provide,
install, and support advanced Door Alarm Systems designed to enhance security and minimize
unauthorized access within Montgomery County Public Schools (MCPS).
A virtual pre-proposal conference will be held at 10:00a.m. EST on December 9, 2025 via Microsoft
Teams. Information to access the virtual conference is contained in the RFP. Questions regarding the
RFP must be submitted by the close of business, 4:00 p.m., on December 2, 2025.
The contractor must submit their offer per the instructions under the RFP, Section 9.0, Mandatory
Submissions. The submission must be signed by an official having authority to contract with MCPS. The
firm and official's name shall be used. This solicitation does not commit the district to pay any costs
incurred in the submission of proposals or guarantee that an award will be made.
In the event of emergency closing of the MCPS Board of Education offices, this RFP will open at the
same time on the next regular working day.

1.0 INTENT
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified vendors to
provide, install, and support advanced Door Alarm Systems designed to enhance security and
minimize unauthorized access within Montgomery County Public Schools (MCPS). These systems
must be scalable, user-friendly, and integrate with MCPS’s existing security and emergency
management infrastructure. MCPS intends to move forward with a full modernization approach while
allowing vendors to also present full modernizations in stages of their proposals.
2.0 INTRODUCTION
Montgomery County Public Schools (MCPS) is the 15th largest school system in the United States,
and the largest in the state of Maryland. During the 2023-2024 school year, MCPS served more than
160,000 students from 157 countries speaking 167 languages. With a Fiscal Year (FY) 2025 Operating
Budget of approximately $3.32 billion, MCPS employs more than 24,500 employees. Among the 211
schools that MCPS operates, 45 are National Blue-Ribbon schools. Three Montgomery County Public
Schools (MCPS) have been recognized as the top schools in Maryland as ranked by Niche, a national
school and college search platform. In the latest rankings, an additional 18 MCPS schools—across
elementary, middle, and high school levels—also placed in the top 10 for the 2025 Best Public Schools
in Maryland. Overall, MCPS was recognized as the second-Best School District in Maryland and the
second-Best School District for Athletes in Maryland. In 2010, MCPS was the recipient of the
Malcolm Baldrige National Quality Award, the highest presidential honor given to American
organizations for performance excellence. The student demographics of MCPS in 2023-2024 were as
follows:
Hispanic/Latino: 35.3%
White: 23.9%
Black or African American: 21.6%
Asian: 13.7%
Two or more races: 5.3%
American Indian or Alaskan Native: ≤5.0%
Native Hawaiian or other Pacific Islander: ≤5.0%
Students receiving free & reduced-price meals (FARMS): 43.1%
Emergent Multilingual Learners (EMLs) 19.6%
Students receiving special education services: 13.5%
In alignment with our strategic priorities, MCPS believes that each and every student matter; outcomes
should not be predictable by race, ethnicity, or socioeconomic status; equity demands the elimination
of all gaps; and creating and maximizing future opportunities for students and staff is necessary.
Therefore, MCPS holds high expectations for all students and staff; distributes resources as necessary
to provide extra supports and interventions so all students can achieve; identifies and eliminates any
institutional barriers to students’ success; and ensures that equitable practices are used in all classrooms
and workplace.

MCPS also believes that we must engage every student, every day; learning is achieved by cultivating
curiosity and encouraging determination, focus, and hard work; and adult learning and engagement
are key to student learning. Therefore, MCPS encourages and support critical thinking, problem
solving, active questioning, and risk taking to continuously improve; stimulate discovery by engaging
students in relevant and rigorous academic, social, and emotional learning experiences; and challenge
ourselves to analyze and reflect upon evidence to improve our practices.
MCPS is focused on ensuring that all students receive the same level of opportunities to learn. With
the advent of more rigorous standards for college and career readiness in recent years, the rollout of
the Next Generation Science Standards, and new assessments aligned to these standards, there is great
potential to focus teaching and learning on what all students need to know and be able to do to thrive
in college, careers, and life in a global society. Whereas these standards and curricula serve as an
important force in getting all students—not just some—to the highest levels of attainment, access to
hands-on, outside of the classroom experiences must be expanded to serve under represented
populations.
3.0 SCOPE OF SERVICES
The vendor shall provide a complete Door Alarm System solution including but not limited to:
Real-time monitoring and alarm capabilities for all entry points across schools, offices, and event
venues.
Integration with existing MCPS security systems, including surveillance cameras, alarms, and
emergency protocols.
Automated alerts and escalation notifications when unauthorized access or unsecured doors are
detected.
Scalable deployment options to accommodate elementary, middle, high schools, and central office
facilities.
User-friendly dashboards and reporting tools for monitoring and analytics.
Compatibility with MCPS’s Active Directory and Identity Provider for secure user management.
Data reporting, analytics, and secure storage of system activity logs.
GIS mapping and GPS integration to monitor system deployment and coverage.
Compliance with MCPS safety, security, and emergency management standards.
3.1 FUNCTIONAL OPERATIONAL REQUIREMENTS
The system must support functional and operational requirements aligned to modernization. MCPS
requires a solution that provides full modernization of door alarm and monitoring systems, while also
allowing for modernization implementation approaches where feasible. Vendors should demonstrate
how proposed solutions can address:
Monitoring students identified as “elopers,” including special education students and others
who may exit the building without authorization.

Preventing and detecting unauthorized entry into secondary schools by visitors or peers who
may create safety risks.
Providing real-time alerts to administrators and security staff when unauthorized doors are
opened, enabling rapid response and camera verification.
Supporting mobile device access (iPads, tablets, or smartphones) to display notifications and
associated video feeds in real time.
Ensuring system reliability in facilities addressing cellular coverage limitations by offering
alternative communication methods that remain functional in dead zones.
Providing audit trails of sensor activity, acknowledgments, and staff responses for
accountability.
Providing flexible scheduling and customizable detection protocols for school hours, events,
and special operations.
Generating detailed reports including alarm history, security response times, and system
performance metrics.
3.2 TECHNICAL REQUIREMENTS: Modernization Approach
The Vendors must present solutions that support full modernization as the required path forward.
Including options for a full replacement approach to ensure long-term sustainability. At a minimum,
the proposed solution must:
Active Directory (AD) and Identity Integration:
Solution must support integration with Microsoft Active Directory for user authentication and
access management.
Centralized management of accounts should be required (single sign-on or equivalent).
Eliminate reliance on separate, siloed provisioning processes for alarms and access codes.
Database / Infrastructure Compatibility:
System must be compatible with Microsoft SQL or equivalent database infrastructure to align
with MCPS standards.
Must support secure, reliable integration with existing IT environment.
Guarantee secure data storage
Alarm System Modernization:
Current alarm panels rely on analog phone lines for communication. The proposed solution must:
Enable modernized communication via Ethernet or cellular network.
Provide two-way communication for real-time status updates (e.g., which zones are
armed/disarmed).
