The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division – Kansas City office, intends to award, on a sole source basis under the authority of FAR 13.106-1(b)(1), to Communications & Power Industries LLC (CPI) – Beverly Microwave Division for the procurement of seven (7) Limiter, TR units (Part Number: BS-2000-320-000FFF Rev B / VDS-1973, NSN 5895-01-592-8106) in support of the National Weather Service (NWS), Radar Operations Center (ROC), at the National Reconditioning Center (NRC).
The Government intends to utilize the authority under the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements, unless, as a result of this announcement, acceptable responses to this notice are received and a determination is made by the Government to issue a competitive solicitation. The Government intends to issue a firm-fixed-price purchase order to CPI Beverly Microwave Division.
Sole Source Justification:
The Limiter, TR (part number BS-2000-320-000FFF Rev B / VDS-1973) is a mission-critical component used in the WSR-88D Doppler weather radar system. It is used to protect radar receiver components from high-power microwave energy and ensure accurate signal processing and overall system survivability. This limiter is a proprietary component designed, developed, and manufactured solely by CPI Beverly Microwave Division. The Government does not possess a technical data package (TDP), and no other vendors are authorized to manufacture, repair, or distribute this unit.
Based on technical analysis and prior operational experience, substituting this component with another manufacturer’s product is not feasible due to design incompatibility and system performance risks. Only CPI Beverly Microwave Division can supply this exact unit in accordance with system configuration and safety standards. Use of alternate sources would require full requalification, potentially resulting in extended downtime for operational radar systems.
Accordingly, CPI Beverly Microwave Division is the only known responsible source capable of meeting the Government’s requirement without substantial duplication of cost or unacceptable delays in fulfilling mission needs.
This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide this product may submit substantiating documentation in writing within fifteen (15) business days of this notice. Responses can be sent via email to tyran.claypool@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based on response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
