BOROUGH OF SCHUYLKILL HAVEN
PARKWAY IMPROVEMENTS PROJECT
General Notice
Borough of Schuylkill Haven (Owner) is requesting Bids for the construction of the following Project:
Parkway Improvements Project
Project No. 4168.043
Bids for the construction of the Project will be received electronically via the PennBid program by the Borough of Schuylkill Haven until 3:00 p.m. local time, August 21 , 2025. Abstract of Bids received will be posted on PennBid.
The Project includes the following Work:
The Contract consists of but is not limited the demolition of existing sidewalk structure, construction of new curbing and sidewalk, ADA compliant handicapped ramps, all within Schuylkill Haven, Schuylkill County, Pennsylvania. The extent of the work is described in the contract documents.
Obtaining the Bidding Documents
All project documents and details are available at no cost at PennBid (https://pennbid.bonfirehub.com). A bidder must provide evidence at time of bid as PENNDOT prequalified.
Mandatory Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on August 12, 2025, at 10:00 a.m. at Borough Council Meeting Room, 333 Center Avenue, Schuylkill Haven, PA 17972. Attendance at the pre-bid conference is required.
Instructions to Bidders.
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States – Steel Procurement Act.
Bid security in the amount of 10% of the total bid shall be furnished in accordance with the Instructions to Bidders.
The Borough of Schuylkill Haven hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received. This Project was financed in part by a grant from Commonwealth of Pennsylvania, Commonwealth Financing Authority.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
