The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is seeking information from industry regarding a solution that provides comprehensive real time access to nationwide secondary market data, including pawn and secondhand dealer transactions, online marketplace integration with NCIC; ecoATM device intake records, and scrap metal salvage yard reporting. The purpose of this requirement is to enable ATF personnel to identify the source of recovered crime guns, other secondary market items, or individuals associated with ATF criminal investigations once those items or individuals appear in the secondary market records system. The required capability must allow authorized users to query firearm identifiers (make, model, serial number) or relevant item information, perform investigative queries to identify recent transactions, link sales to specific merchants or locations, include advanced search capability, and provide historical data access. The requirement includes both ad hoc and bulk querying, with projected usage scaling to accommodate current and future investigative workloads. Sustainment requirements include ongoing training, ongoing software support, system updates, secure data hosting, and adherence to federal security and privacy standards over the lifecycle of the acquisition.
The solution shall only provide personally identifiable information (PII) to ATF in response to an individual submission conducted as part of an active, ongoing criminal investigation. PII will be limited to those individuals who previously divested property ownership of a firearm and does not include any PII related to the purchaser of a firearm. The system shall not provide ATF with PII when ATF submits a batch firearm trace query.
Vendors should describe any system APIs or data exchange capabilities, including the ability to interface with or support queries related to NCIC records, wanted person notifications, or other law enforcement datasets that enhance investigative value. Responses should describe how the vendors solution meets these needs and any additional capabilities that further support ATF criminal investigations.
