Project Description: Lawrence County will receive sealed bids online for the Ellwood City Borough – ADA-Curb Ramp Improvement Project under the County of Lawrence FY2023 Community Development Block Grant (CDBG) administered by Lawrence County until 3:00 PM on Monday, September 8, 2025. The Bids will be publicly opened and read aloud on Tuesday, September 9, 2025, at the Lawrence County Commissioners meeting at 10:00 AM. Bids will not be accepted if submitted in person, bids can only be submitted online at https://pennbid/bonfirehud.com.
Work is described in general but is not limited to Ellwood City Borough is a direct entitlement community and would like to improve ADA curb ramps at intersections throughout the Borough. This project will use funds to bring intersections in the Borough LMI Census Block group up to ADA Standards.
Bona fide Prime Contract bidders may secure one set of the Bid Documents at the above-mentioned website.
A satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
A Mandatory Pre-Bid Meeting shall be held at the Ellwood City Municipal Building located at 525 Lawrence Avenue, Ellwood City, PA 16117 at 9:00 AM on Monday, August 18, 2025. A visit to the site will follow if desired. Pre-Qualification Documents shall be due at the mandatory pre-bid meeting or forwarded to the planning office within a timely manner to participate in this bidding process.
In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000.
Lawrence County is utilizing federal funds for this project, and Lawrence County has adopted a Minority and Women Business Enterprise Plan (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid.
Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents. Lawrence County in accordance with the Lawrence County Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern. MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination. Labor Standards provisions found on form (4010) and Davis-Bacon/Related Acts apply to this Project.
Bids may be held by Lawrence County for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. Lawrence County reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
