Summary

The County of Ontario (the “County”), will receive sealed bids for IFB# B25053 HVAC Equipment Replacement at the Ontario County Courthouse - Equipment Only . Such sealed bids must be filed with the Ontario County Purchasing Director, 20 Ontario Street, Canandaigua, New York 14424, PRIOR TO 3:00 pm on Wednesday, September 3, 2025 at which time said bids will be publicly opened and read.

Background

The Courthouse was renovated in 1986, at which time new boilers and heating system were installed. Since that time, boiler technology and energy saving control strategies have advanced to create extremely efficient heating systems.

The project intent is to upgrade the existing HVAC system and to provide a more efficient heating system replacement that will prevent ill-timed failures of the complete system, as well as reduce utility and maintenance costs.

The Courthouse is heated through three (3) H. B. Smith Series 18-W-10 gas-fired cast iron boilers. Each boiler is rated for a natural gas input of 989,000 BTUH with a heating output capacity of 808,000 BTUH. The boilers provide hot water heating by means of base-mounted pumps to fan coil units and air handling units located throughout the building.

The Courthouse consists of five floors, including a basement. The office spaces, conference rooms and libraries are heated (and cooled) through vertical wall-mounted fan coil units (FCU’s). Ventilation is provided to the five floors through five (5) air-handling units (100% outside air) located in the Mechanical Room on the Fourth Floor. The air-handling units (AHU’s) are ducted down through the building to the various floors. The two large courtrooms on the second floor and grand jury room on the third floor are heated (and cooled) through three of the five AHU’s. Heating (and cooling) in the two courtrooms is supplemented by vertical wall-mounted FCU’s..

Each AHU is equipped with a return fan and energy recovery wheel. The return fans exhaust air from the spaces to prevent over pressurization of the building. The AHU’s draw 100% outside air through the energy recovery wheel, while the return fans exhaust building air through the wheel. As a result, heat is exchanged between the two air streams. There is no available performance data for the energy recovery wheels. A typical energy recovery wheel with equal amounts of supply air and return air, with an outside air temperature of 0*F (original design conditions) and a return air temperature of 70*F, the amount of heat transferred from the return air to the outside air would increase the outside air temperature from 0*F to 53*F.

The basement is heated (and cooled) in a similar fashion as the upper floors, but in addition to the vertical, wall-mounted FCU’s, horizontal ceiling mounted FCU’s are also utilized. Mechanical ventilation is not delivered to the spaces, with the exception of the Hearing/Conference Room. A dedicated ceiling-mounted FCU unit provides heating and cooling, as well as mechanical ventilation to the Conference Room. Outside air is brought in through a louver in the basement wall and is ducted to the return air of the FCU.

The current temperature control system consists of a Siemens APOGEE Building Automation System, utilizing direct-digital controls (DDC). The system was originally installed during the 1986 renovation project. The system controls the operation of:

• Boilers
• Hot Water Pumps
• Chillers
• Chilled Water Pumps
• Air Handling Units
• Exhaust/Return Fans
• Energy Recovery Wheels
• Fan Coil Units
