Lot 2: Clarification:
A clarification round is being issued to communicate that the requested Driving Simulator shall be a Desktop Style Simulator .  This is highlighted as the first requirement in the document titled” DYS Driving Simulators – Requirements
ODYS is requesting bids for three (3) total driving simulators – One shipped to each of our 3 facilities to teach youth, driver training in an institutional setting. The goal is to provide the youth with realistic fundamental driving skills that will prepare them for their release.

This solicitation will be awarded based on the lowest quote for the entire bid and the most responsive and responsible bidder to include delivery, setup, and warranty if applicable.  By submitting quote(s) for this solicitation, you are guaranteeing quoted pricing for 60 days.  No adjustments are permitted once a purchase order have been generated and received.

o Must come with a minimum 1-year hardware and software warranty.
Optional extended warranties (option will be included in the RFQ)
o Software must be included with free unlimited use license.
o All software components, including the operating system, shall be the latest version,
model, or edition available as a standard commercial product at the time of delivery.
For convenience, options shall be given to perform updates automatically, on a
schedule, or postponed until a specific time.
o Manual or operating instructions for facilitators.
o Training plan/ Program Manual included.
Assembly
o Must require minimal assembly and set up OR assembly and set up must be included
within the unit price.
Lessons & Scenarios
Lessons shall be presented as a progression ladder, becoming more informative or challenging for each
subsequent lesson. Lessons shall require a passing to move forward. Individual lessons shall be optional from a
menu. Students shall have the ability to re-take lessons. Some or all the lessons should have the option of
modifying the weather, time of day, and traffic density.
We require that 16 to 20 lessons cover all the following topics and scenarios:
Pre-Assessment feature which determines initial knowledge and creates a baseline: basic rules, driving
environments, traffic laws, mindfulness of vehicles and pedestrians.
Vehicle handling: vehicle and driver limitations, tire traction, stopping distance, dangers of speeding, reaction
time.
Scanning: setting and checking mirrors, scanning techniques, blind spots, using senses/ hearing to identify
hazards.
Enhanced scanning techniques: recognizing subtle clues and predicting hazards, motorcycle and pedestrian
awareness.
Unexpected hazards: hidden hazards, anticipating hazards, seeing beyond visible hazards that may be blocked by
environmental objects or features, determining safest path residential areas.
What if scenarios where potential hazards (car cutting in lane, pedestrian running across the street) are presented
and what can be done to avoid accidents? Making a mental plan.
Intersections: techniques to help navigate Intersections safely, scanning, anticipating, practicing how to proceed
through various types of intersections that include multi lane, 2, 4-way intersections, railroad crossings, round-a-
bouts, parking lots, and others.
Signaling: learning how to signal intentions and drive in a predictable manner, avoiding sudden stops proper
passing and lane changes.
Safe following distance: Learning the importance of proper following distance, measuring distance, maintaining
distances on varying roadways and weather conditions, adapting distances for intersections and adverse weather.
Space Management: Leaving space around the vehicle, leaving a “way out” adjusting to traffic conditions.
Sharing the road: learning the situational awareness to safely coexist with various road users and their
vulnerabilities and blind spots that include motorcycles, bicycles, delivery vehicles, school buses, emergency
vehicles, trucks, farm equipment and pedestrians.
Weather and Road conditions: learning techniques to navigate various road and weather conditions such as rain,
snow, fog, day/night conditions, reduced traction, visibility. off road, bridges, over-passes, hydroplaning,
overcorrection, using lights, wipers.
Parking lots: practice pulling into, backing out of, and choosing parking spaces, parallel parking, parking lot
hazards such as intersections, pedestrians, blind spots, traffic, etc.
Distracted driving: Experiencing the dangers of distracted driving through engaging scenarios which allow students
to experience using a smart phone while conversing, texting and watching videos. Learning the dangers of walking
and texting as well.
Post Assessment: A final assessment utilizing a variety of conditions and environments to demonstrate proficiency
in all the techniques throughout the program.
We require the following be provided in the program either in their own form or part of the lessons:
Free drive option: open world scenario where any environment, weather, or road condition can be chosen to
practice anywhere.
Impaired Driving: Student’s can experience the effects of impaired driving through slow reflexes, response time,
blurred vision, difficulty staying in lane, erratic speeds, while navigating road conditions and potential hazards.
The simulator should incorporate a foundational module that include lessons and scenarios covering basic
CDL/Fleet training, for advanced or interested students such as:
CDL / Fleet basics: Pre-inspection simulation Space Management and Following distance for large vehicles. Wide-
turn Maneuvers navigating tight turns without clipping curbs or objects. Railroad crossing procedures and full stop
protocol. Advanced backing maneuvers.
