Description
BLUF: NAVWAR HQ, NIWC PAC, and NIWC LANT are transitioning to the PIEE – Solicitation module to replace NAVWAR e-Commerce functionality. NAVWAR e-Commerce will be shut down on 30 September 2025.
As of 01 June 2025, no new notices will be posted to NAVWAR e-Commerce. Active notices in NAVWAR e-Commerce may remain open through 15 September 2025. No notices will be scheduled for closure after 15 September 2025.
As of 16 September 2025, vendors will no longer be able to respond to notices or submit proposals, proposal modifications, or withdraw proposals using NAVWAR e-Commerce.
On 30 September 2025, NAVWAR e-Commerce will shut down and become inaccessible at 1800 Pacific Time.
During this transition period, NAVWAR notices and solicitations may exist on either NAVWAR e-Commerce or the PIEE – Solicitation module. Both systems interface with the GPE (SAM.gov). Vendors must refer to the specific notice to determine which system (NAVWAR e-Commerce or PIEE – Solicitation) is required for access to documents and to submit a response.
After 30 September 2025, NAVWAR notices and solicitations will be posted to the PIEE – Solicitation module.

Vendors must be registered in SAM.gov and PIEE in order to submit responses or proposals in the PIEE – Solicitation module. Vendors must have a CAM registered in PIEE in order to approve the role request of Proposal Manager. Vendors must have the Proposal Manager role in the PIEE - Solicitation module in order to respond to notices and solicitations in PIEE.
