Family Advocacy Program (FAP) Victim Advocacy Program (VAP) and Emergency Placement Care (EPC) Support Services

The purpose of this amendment is to make the following changes:

A. Resolve an Army's Contract Writing System (ACWS) malfunction which resulted in numerous duplicated Contract Line Items (CLINS), provisions, and clauses. It was not possible to delete duplicated content in a satisfactory manner. Therefore, to resolve this malfunction, the Solicitation number is changed from W564KV25RA002 to W564KV25RA023. "Solicitation/Contract Form Continuation" and"Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services" shall be disregarded as it is part of the ACWS malfunction that could not be resolved. All applicable, attachments, clauses, and provisions will be listed under solicitation document W564KV25RA023 going forth.

B. Clarify the Government's response to Question 38 (see Q&A document published with this amendment) to fully address not including travel and/or relocation CLINs.

C. Add the following clauses/provisions:

ii. 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services.

D. Delete the following clauses/provisions:

i. 52.225-17 Evaluation of Foreign Currency Offers. (Feb 2000).

ii. 52.222-29 Notification of Visa Denial. Apr 2015.

iii. 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services

(May 2024).

iv. 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -

Commercial Products and Commercial Services (JAN 2025).

E. Incorporate Attachment 1 Revised VAP PWS with attachments and exhibits, Dated 24 April 2025

F. Update to Periods of Performance dates for CLINS 0001 through 4001 that will be reflected in the

replacement Solicitation W564KV25RA0023.

G. The Solicitation is extended to close 30 April 2025.

The services are in support of the prevention and education of domestic violence and juvenile problematic

sexual behavior under the Army Family Advocacy Program, including 24/7 victim advocacy response and EPC

coordination.
