Description

The Army Contracting Command-Redstone Arsenal intends to award, as other than full and open competition basis, a new Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle for Cargo Platform Health Environment (CPHE) Systems Hardware Kits within the Continental United States (CONUS) for a 5 (five) year period to provide required hardware for Health Usage and Monitoring Systems (HUMS) of CH-47F aircraft. CPHE will provide the Army with the aircraft specific tools and technology needed to support the HUMS capability for the CH-47F fleet.



The CPHE Hardware Kits will consist of CPHE System Hardware Installation Kits, plus all follow-on support kits, including CPHE Ground Support Kits, CPHE Operations Kits, and CPHE Unit Supplemental Kits, to include Processing, Packaging, Kitting and Shipping (PPKS) efforts for all kits. These kits are the hardware required to provide Health Usage and Monitoring System (HUMS) of CH-47F aircraft.



The intended awardee is The Boeing Company, CAGE Code 77272. A justification for other than full and open competition has been approved in support of this acquisition. Under the authority of 10 U.S.C. 3204 (a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements – Substantial duplication of costs to the Government that is not expected to be recovered through competition" and is subject to the availability of funds.



Firms are encouraged to seek source approval in order to compete for future solicitations by accessing SAM.gov and looking under qualification procedures for aviation requirements. All responsible sources may submit an offer which shall be considered by this Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of the release of the solicitation. However, the solicitation will not close prior to the closing date of this notice.



This notice of contract action does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice. The Government will not be responsible for any costs incurred by interested parties in preparation of information or documents related to this requirement.
