ADDENDUM NO. 1

Invitation for Bids

Airport Snow and Ice Removal

This Addendum No. 1 is hereby issued to modify and supplement the Invitation for Bids

(“IFB”) issued August 27, 2026, for Airport Snow and Ice Removal. Answers to

questions will be identified in red.

1. Is the bid opening on 9/8 open for the public to attend?

• Public Attendance at Bid Opening Yes, the bid opening is scheduled for

Tuesday, September 8, 2026, at 2:30 P.M. Central Time is open to the public.

Sealed bids will be opened immediately following the submission deadline at the

Airport Administrative Offices, located in the west end of the airport terminal

building (2200 George Kirk Dr., Suite 100, Moline, IL 61265).

2. Does the Authority have minimum required equipment quantities by Area, or is

each bidder responsible for determining and proposing the equipment quantities

necessary to meet the required level of service?

• Minimum Required Equipment Quantities The IFB does not specify minimum

required equipment quantities by Area. Each bidder is responsible for

determining and proposing the specific make, model, and quantity of equipment

necessary to perform the required scope of work and maintain the required level

of service.

3. If one contractor is awarded multiple Areas, may equipment be shared between

Areas during the same snow event, or must equipment identified for each Area

remain dedicated exclusively to that Area?

• Equipment Sharing Across Awarded Areas The IFB does not explicitly prohibit

a contractor awarded multiple Areas from sharing equipment during a snow

event. However, any equipment sharing must not compromise the level of service

or the ability to meet all contract requirements, including the mandatory response

times and continuous operational needs—for each individual Area

simultaneously.

4. Will the Authority consider awarding all three Areas to one bidder, and if so, may

a bidder identify operational and pricing efficiencies associated with a combined

award?

• Combined Award and Pricing/Operational Efficiencies The Authority reserves

the right to award contracts or issue purchase orders on whatever basis is

deemed to be in the authorities’ best interest, which includes awarding multiple or

all Areas to a single bidder if advantageous. Bidders are permitted and

encouraged to submit combined pricing or identify cost and operational

efficiencies for a multi-Area award, provided standalone pricing for each

individual Area is also submitted.

5. Please provide historical utilization for each Area for the previous three winter

seasons, including total contractor equipment hours by equipment category and

number of call outs.

6. What snowfall depth, pavement condition, weather condition, or operational

circumstance normally triggers a contractor call out?

• Contractor Call-Out Triggers

While the IFB does not establish rigid metric thresholds (such as fixed snowfall

depth or pavement accumulation) to initiate service, call-outs are authorized

solely at the discretion of the Authority on an as-needed basis, 24/7/365.

In practice, contractor dispatch is typically prompted by one or more of the

following operational conditions:

o Snow Accumulation: Forecasted or active snowfall reaching 1.0 inch or greater.

o Operational Directives: All Official call-out notifications are issued by the Airport

Facilities Manager.

7. Does the one-hour response requirement mean all equipment and personnel

proposed for an Area must be onsite and ready to work within one hour, or only

an initial response crew?

• One-Hour Response Requirement Scope The one-hour response requirement

dictates that all adequate personnel and equipment proposed and dispatched for

an Area must be on-site at the airport and ready to begin work within one (1) hour

of the initial notification call from the Authority.

8. Will the Authority permit seasonal storage of contractor equipment onsite? If so,

what areas will be made available for Areas 1, 2 and 3?

• Onsite Seasonal Storage of Equipment Onsite equipment storage is permitted

only with prior written consent from the Authority. The Authority can provide

designated staging and seasonal storage locations on airport property for

contractors awarded Areas 1, 2, and 3. Specific site maps and staging

boundaries will be provided prior to contract execution.

9. Please provide the previous contract pricing and identify the incumbent contractor for

each Area.

• 2023-2024 Snow season Quint City Construction Area 1, Area 2, and Area 3

PICK UP TRUCK PLOW: $100 per hour per truck

SKID STEER (SNOW PUSHER): $140 per hour per machine

SKID STEER (SNOW BLOWER): $140 per hour per machine

MEDIUM LOADER (1-3 yd.) $205 per hour per machine

LARGE LOADER (3-5 yd.) $230 per hour per machine

HAND SHOVEL/SNOW BLOW $50 per hour per person

10. Are payment and performance bonds required for these snow removal contracts,

and if so, what bond amount or percentage of anticipated contract value is required?

• Payment and Performance Bond Requirements Section 24 of the Purchase

Order Terms & Conditions confirms that payment and performance bonds are

required. The bonds must strictly comply with the Illinois Public Construction

Bond Act (30 ILCS 550/0.01 et seq.) and be issued by a surety with an A.M. Best

financial strength rating of at least A-. The document does not state a fixed dollar

amount or percentage in the main terms; bond values are governed by the

statutory requirements of the Act relative to the final contract value.

Bidders must acknowledge receipt of this Addendum No. 1 on the Bid Cover Page/Signature

Affidavit. Failure to acknowledge this Addendum may result in rejection of the bid as non-

responsive.
