Overview
The Board of County Commissioners of Charles County is seeking proposals for graphic design, content services, and the development of a Department of Planning and Growth Management website. PGM is looking for a firm with the capabilities to either provide comprehensive creative and technical services to develop, design, and maintain a non-proprietary database driven website and Content Management System (CMS) in support of PGM’s functions or to re-design PGM’s existing web site through our current vendor, Granicus, and provide recommended content changes, layout changes, writing for web best practices, etc. PGM’s information is currently housed under the Charles County Government website:

PGM’s primary mission, through the creation of this website or edit of existing website, is to provide residents with quick and easy access to important documents and publications as well as to educate the public and promote its projects and services.
The website should convey a professional, appealing image, be clear, concise, educational, easy to navigate, follow best website practices, and also WCAG compliant.
The design of the new website should meet the following objectives:

Establish an impressive Internet presence, with a progressive, attractive, technologically savvy, and world class design.

Provide a location for residents to access important information related to PGM’s scope of work.

Experience high ranking on major search engines.

Provide PGM with a means to communicate with visitors via various forms of electronic media.

Pre-Proposal Meeting Registration Deadline:
May 12, 2025, 12:00pm
Firms must register in advance to attend the pre-proposal meeting via the County's eProcurement Portal RSVP Manager.
Pre-proposal meeting will occur virtually/teleconference, unless otherwise specified. Firms that have registered timely will receive participation instructions.
If multiple attendees from your firm will be attending the meeting, please have each individual complete the eProcurement Portal RSVP Manager process.
Pre-Proposal Meeting (Non-Mandatory):
May 13, 2025, 10:00am
Pre-proposal meeting will occur virtually/teleconference, unless otherwise specified. Firms that register timely and via the County's eProcurement Portal RSVP Manager will receive participation instructions.
The attendance roster will be published on the County's eProcurement Portal.
Question Submission Deadline:
May 20, 2025, 8:00am
Questions shall be submitted via the eProcurement Portal Question & Answer feature prior to the due date and time specified. The County will not provide responses to questions received after the deadline.
Proposal Submission Deadline:
June 4, 2025, 11:00am
