Project Description: The project includes the following:
Hauling and disposal of aerobically digested dewatered Class B sludge during any one calendar year to be disposed of by land application or landfill. The digested sludge will be hauled from Telford Borough Authority’s Wastewater Treatment Plant located at 109 Telford Pike, Telford, PA 18969. Sludge is dewatered by centrifuge and collected in 20 yd. dumpsters to be supplied by the hauling contractor.
Hauling and disposal of Liquid Sludge generated at the Telford Wastewater Treatment Plant during any one calendar year to a permitted facility chosen by the Contractor on an as needed basis.
Backup hauling (only) of Liquid Sludge generated at the Telford Wastewater Treatment Plant to the Pennridge Wastewater Treatment Plant for disposal during any one calendar year on an as needed basis.
Eligible firms are invited to bid on sludge hauling and disposal of either dewatered or liquid sludge, or both, as described above. Bids shall include all labor, materials, supplies, equipment, permits, facilities and appurtenances necessary to appropriately, under federal and state regulations, haul, use, process and/or dispose of sludge. The Authority reserves the right to award more than one contract.
The Telford Plant is estimated to generate approximately 1,110 wet tons per year of dewatered sludge having a concentration of approximately 20% solids. Liquid sludge hauling for the Plant shall be on an “as needed” basis and the concentration shall be approximately 2% solids. When needed, the amount would be approximately 221,500 liquid gallons per month or 2,658,000 liquid gallons per year.
The base contract length is two (2) years with an option to extend for an additional year on mutually acceptable terms. The Authority is also accepting bids for a five (5)-year contract with an option to extend for an additional year on mutually acceptable terms. It is the Authority’s intention to award either a 2 or 5-year contract for each of the sludge hauling/disposal categories.
Bids must be made on the forms furnished with the Contract Documents and must be accompanied by a certified check, bank draft or bid bond issued by a surety company licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the total price bid made payable to the Authority.
The successful bidder will be required to furnish a Performance Bond with corporate surety issued by a company authorized to do business in the Commonwealth of Pennsylvania on the prescribed form dated the date of the Contract equal to one hundred percent (100%) of the Contract amount, to secure the faithful performance of the Contract.
Award of Contract, if a contract is awarded, will be to the lowest responsible bidder, but the Authority reserves the unqualified right to reject any or all bids and to waive any informalities. Prior to awarding any Contract, bids may be held by the Authority for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders. During this period, no bid may be withdrawn.
