Description

The Navajo Area Indian Health Service (NAIHS), Shiprock Service Unit, plans to negotiate a sole-source, firm-fixed-price contract with Western Interstate Commission for Higher Education (UEI KCKBAFDPP833) for the provision of consultant services in support of psychology doctoral internship placements through the New Mexico Psychology Internship Consortium (NM-PIC). The contractor is responsible for employing and placing psychology interns at the Northern Navajo Medical Center and for ensuring they are onboarded at their matched sites by August of each year. No other entity offers this combination of services within the context of NM PIC and the National Match System. The NAICS code is 611710, with an associated small business size standard of $24.0 million.





The contract will have a base year and four option years. The anticipated period of performance is from July 7, 2025, to July 6, 2030. In accordance with FAR 13.501(a)(1), acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements in FAR 6. However, sole-source justifications for actions above the simplified acquisition threshold but not exceeding $7.5M (non-urgent and non-compelling as described in FAR 13.500(c) must use the format at FAR 6.303-2 with proper tailoring. The action is being accomplished using the principles of FAR 12 Acquisition of Commercial Items in conjunction with FAR 13 Simplified Acquisition Procedures - particularly FAR 13.5 in accordance with 41 U.S.C. 1901, "...to promote efficiency and economy in contracting and to avoid unnecessary burdens for agencies and contractors..."





This notice does not request quotations or proposals. Vendors capable of providing the stated services may submit a capability statement. Verbal responses will not be considered. Responses are due June 23, 2025 by 9:00 am MDT.





A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
