The City, founded in 1744, is the oldest Virginia City west of the Blue Ridge Mountains. Located at the northern entrance to the Shenandoah Valley, the City is the medical, commercial, governmental and financial center for the surrounding area, and is the City seat of Frederick County.
The City encompasses 9.3 square miles and is located at the crossroads of U.S. Highways 11, 17, 50, 522, Interstate 81 and State Route 7. Interstate 66, terminating 11 miles south of the City at Interstate 81, provides a third transportation artery to Washington, D.C., 72 miles to the southeast. The City's population is currently estimated at slightly over 29,000.
Purpose:
The City of Winchester is soliciting proposals from qualified contractors to modernize and improve the performance, safety, and visual quality of the Winchester Dancing Fountain located on the Loudoun Street Pedestrian Mall through targeted electrical and lighting system upgrades. The purpose of the initial improvements is to replace outdated jet and lighting assemblies, install new electrical wiring, and implement a modern control panel to enhance overall system efficiency, reliability, and compliance with current electrical safety standards.
These improvements will extend the useful life of the existing fountain infrastructure while reducing long-term maintenance needs and energy consumption. By incorporating energy-efficient LED lighting and upgraded controls, the project will enhance the fountain’s aesthetic appeal and ensure it remains a safe, reliable, and visually engaging public feature for residents and visitors.
Term of Contract:
The original contract term shall be for five (5) years from date of award. The City reserves the right to cancel and terminate this Contract, without penalty, upon ten (10) days written notice to contractor. This contract may be renewed for: two (2) twelve (12) month periods.
