Notice of Intent to Award a Sole Source Contract

This is a notice of intent to award a sole source contract to a Small Business (SB) and is not a request for competitive quotes.

The United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC) intends to award a sole source purchase order to Guideline Geo Americas Inc. for ABEM Terrameter LS 2.

Product Descriptions: Product Quantities:

• Terrameter LS 2 1 each

• Imaging Cable with 12 take-outs, 5m spacing 4 each

• Steel Electrode 96 each

• Cable to electrode jumper 96 each

• Cable joint for 12 take-out cable 2 each

• Onsite Training 1

The proposed contract action is for commercial products for which the Government intends to solicit in accordance with (IAW) Federal Acquisitions Regulations (FAR) 13.106-1(b)(1), only one source reasonably available (brand name only) and no other supplies or services will satisfy agency requirement.

The North American Industry Classification (NAICS) for this acquisition is 334519 Other Measuring and Controlling Device Manufacturing

This is not a solicitation for competitive quotes, however, if any other interested party believes that it can provide the required products, it may submit a statement of capabilities. Capability statements must display sufficient detail and evidence to determine if the party has the ability to provide the required products. The statement of must be furnished in writing and emailed to Ryan.Lorimer@usda.gov and Lizabeth.Kuhaneck@usda.gov by May 27, 2025 at 9:00 am Central Daylight Time (CDT). The government will not pay for information received in response to this announcement.

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This is a notice, and a solicitation will not be issued. Oral communications will not be accepted in response to this notice.

"Our team flagged this requirement (Notice of Intent to Purchase ABEM Terrameter LS 2) on SAM.gov and just wanted to clarify the following:

• Can you expand on what you want for onsite training? Does this entail Guideline Geo providing any onsite training? How would you like this captured on the quote? A: Intent is for in-person, hands-on training at a USDA facility in Minnesota for up to five employees. Online or video training is not currently contemplated. Training and associated travel costs should be captured as separate line items for accounting purposes.


• Where will the items be delivered to? When will you need them delivered by?” A: 1408 21st Avenue NW, Suite 2, Austin, MN 55912 delivered not later than 60 days after contract award.
