REQUEST FOR STATEMENT OF QUALIFICATIONS AND PROPOSALS
ARCHITECTURAL AND DESIGN SERVICES
The San Lorenzo Unified School District (“District”) is located in Alameda County, California.
Encompassing the unincorporated area of San Lorenzo, which boundaries include areas of San
Leandro and Hayward, the District serves grades K through 12 and offers adult education, child
development, and before-and-after-school childcare programs. Current enrollment is
approximately 8,000 students.
The District operates nine (9) elementary schools, three (3) middle schools, four (4) high
schools, and one (1) adult school. The District’s centralized administrative departments are
housed in the District Office located at 15510 Usher Street, San Lorenzo, CA. In the same
location are additional non-permanent buildings that house the Maintenance, Operations, and
Transportation, Facilities and Construction, and Child Nutrition departments.
The District requests Statements of Qualifications (“SOQ”) and proposals ("SOQ Proposal" or
"Proposal") and rates from qualified California licensed architectural firms (“Firm” or “Firms”)
specializing in the K-12 public educational sector to provide architectural and engineering
services for the planning of, modernization of and construction of school facilities within the
District’s boundaries. The full scope of services shall be stated in a separate contract agreement
(“Agreement”). A template of the contract the successful firm(s) will be expected to execute is
attached as Exhibit 4.
The purpose of this Request for Statement of Qualifications and Proposals (“RFQP”) is to
provide the District with a pool of pre-qualified architects and engineers for future projects, as
well as to select a Firm to provide services for the District's Arroyo High School Re-roofing
Project ("Project"). One Firm selected through this RFQP will provide services for the Project
and may also be added to the District's architect pool for additional architectural or engineering
services during the time of the Agreement with the District. Any other selected Firms may be
added to the District’s architect pool and assigned work on an as-needed basis during the term of
the applicable Agreement with the District. Any Firm selected based on this RFQP process must
be capable of providing full architectural or engineering services through the planning, design
and construction phase of any and all selected projects. The architect or engineer will also
prepare budgets for selected projects and meet, as needed, with District staff and consultants,
school and neighborhood organizations, and upper-level District administrators.
INFORMATION REGARDING THE RFQP
The RFQP is currently posted on the District’s website at www.slzusd.org Go to Departments ->
Business Services -> Purchasing -> Scroll to Current Bids. A soft copy of the RFQP can be
requested by emailing kenya.floyd@aecom.com with copy to bdanish@slzusd.org.
The RFQP is not a low-bid price competition. Instead, qualifications will be evaluated in
accordance with the District’s Evaluation Criteria listed in this RFQP and its present needs. The
District will first evaluate each Firm’s written Proposal in accordance with the Evaluation
Criteria. Following this evaluation, the District may select one or more firms for interviews, for
either of both the architect pool or the Project, at the District's sole discretion. In the event that a
Firm is interested in performing Work for the Project, in addition to being included in the
District's architect pool, then a proposed Fee Structure for the Project ("Project Fee Structure")
shall be provided, as further described below.
The District will evaluate each Firm, with interviews for the architect pool and/or Project to
occur at the District's discretion, and retain one or more Firms on terms mutually agreeable to the
Parties.
All such Firms must be recommended to the Superintendent and the Board of Education for final
approval prior to any contract award.
SUBMITTAL REQUIREMENTS
SOQ Proposals will only be accepted by email. Proposals are due no later than 2PM on July
31, 2026, as determined by the clock designated by the District. Proposals submitted by fax or in
person will be considered non-responsive and will not be accepted. The District reserves the
right to overlook any technicalities and accept or reject any or all submittals based on the best
interest of the District. The District reserves the right to extend this deadline by providing a
written addendum to the RFQP.
Each Firm must submit one copy of its SOQ Proposal with all materials attached into one
PDF file by email to bdanish@slzusd.org and kenya.floyd@aecom.com.
Each Firm shall be solely responsible for ensuring that its SOQ Proposal is received by the
District prior to the deadline specified in this RFQP. The District may, but shall not be required
to, consider any SOQ Proposal received by the District after the submittal deadline specified in
this RFQP.
QUESTIONS REGARDING THE RFQP
Firms interested in making a submittal are directed not to make personal contact with the
Superintendent or members of the Board of Education. Any contact will constitute grounds for
disqualification of consideration. Questions about the RFQP, its content, proposal format or
any other questions deemed necessary to submit a qualified proposal must be submitted no
later than July 17, 2026 at 2PM, via email to: Kenya Floyd at kenya.floyd@aecom.com,
with copy to Behrooz Danish at bdanish@slzusd.org.
Responses to questions, as well as the questions, will be distributed to all Firms that have
completed and returned the “Architectural RFQP Receipt Acknowledgement” included in this
RFQP. Responses to questions will be provided a minimum of seven (7) calendar days before the
RFQP submission deadline.
