Description

This notice of intent is not a request for competitive quotes. This Notice is to inform all parties the U.S. Department of Veteran Affairs (VA), Strategic Acquisition Center-Frederick (SAC-F), intends to solicit and award a sole source contract with the following entity for the subject requirement:

This award is made pursuant to 38 U.S.C. § 8127, which authorizes the Department of Veterans Affairs to award sole-source contracts to verified Service-Disabled Veteran-Owned [or Veteran-Owned] Small Businesses. Per FAR 6.302-5(e), no J&A is required for contracts awarded under this statutory authority (except 8(a) sole source awards over $25 million, which is not applicable here). The award also complies with the conditions set forth in VAAR 806.302-570, including verification of the contractor in SBA’s VETCERT database, determination of responsibility, documentation of fair and reasonable pricing, and confirmation that the total estimated value does not exceed $5 million.

All timely responses received will be reviewed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Interested parties are responsible for adequately marking proprietary or competitively sensitive information contained in their response. The Government is not responsible for any potential costs incurred from interested parties desiring to respond to this notice.



The primary objective of this contract is to hire qualified dentists and a dental specialist to review and assess community care dental treatment plans, document findings, and submit a concise report to Office of Dentistry dentists for review and authorization.



This contract aims to hire qualified dentists (3.0 FTEE) and a dental specialist (0.5 FTEE) to meet this mandate. Additionally, a dental assistant (1.0 FTEE) will be hired to support the pilot program and coordinate care among contracted dentists, the community, VA dental clinics, and the Office of Dentistry.



To adequately support documentation management, scheduling, communication and stakeholder engagement, process improvement, training, and reporting needs, the contractor will provide a Project Analyst (0.5 FTEE) in addition to the dentists and dental specialist. The Project Analyst will serve as a single accountable point of contact, enabling effective oversight, risk management, and quality assurance of the project. The Project Analyst will also oversee contract performance, ensure compliance with VA policies, manage schedules and deliverables, coordinate across multiple VISNs and stakeholders, and support mandated reporting requirements including congressional reporting. Given the importance and visibility of this legislation, the Project Analyst will also be responsible for monitoring congressional, judicial, and other legislative actions that may impact pilot program activities. Any updates or actions of note will be included in Monthly Reports and escalated to the Office of Dentistry for review, as needed.
