INVITATION FOR BIDS
PART 1 GENERAL
1.01 BRTC POCAHONTAS FIRE DAMAGE RESTORATION
A. Black River Technical College is requesting SEALED bids from Qualified Licensed General Contractors for the furnishing of materials, labor, equipment, tools, accessories, and supervision necessary for completing the above referenced project.
B. SEALED Bids for the fire damage restoration at BRTC Pocahontas – Building B/The Bridge will be received by Sedgwick Building Consulting on behalf of Black River Technical College, hereinafter termed Owner, until 10:00 a.m. local time, October 9, 2025, in the Business Technology Center Large Conference Room (entrance on east side of building) at Black River Technical Center, located at 1410 Hwy 304 East, Pocahontas, Arkansas, 72455 where the Bids will be opened and read aloud. Bidders are invited to attend. All Bids will be taken under advisement for review.
C. Bids shall be submitted on the form provided by Sedgwick Building Consulting, and are to be delivered in a sealed opaque envelope clearly identifying the Project Name, Bidder’s name, Bidder’s address, and Bidder’s current Arkansas Contractor’s license number on the front. Bids may be delivered to the Bid opening location, or be mailed or shipped to: Attn: Rhonda Stone, Black River Technical College, P.O. Box 468, Pocahontas, AR 72455. If mailed or shipped, Bids must be received by 10:00 a.m. on date of opening. Bids not received for opening at Bid time and date listed above will not be accepted and will be returned unopened.
D. Bidder must be properly licensed as a current General Contractor by the State of Arkansas at the time of Bid Opening.
E. Bids will be based on a single lump sum basis for entire project.
F. BASE SCOPE OF WORK BID PROPOSAL, to include, but not limited to:
1. Walls – painting, batt insulation, drywall installation, finishing and prep
2. Finished Carpentry w/Painting – doors, windows
3. HVAC - Duct work and wrap replacement as needed, unit cleaning and testing
4. Windows and doors – repair and/or replacement
5. Painting/Sealing – clean floor underlayment, sealing, prepping
6. Flooring and base
7. Ceiling – suspended systems
8. Electrical and lighting
G. Bid Documents may be examined at the offices of Black River Technical College, 1410 Hwy 304 E, Pocahontas, AR 72455, 870-248-4031
H. The Bid Proposal Documents may be obtained by contacting Danny Barr, General Adjuster, Sedgwick, 870-219-1396, danny.barr@sedgwick.com .
I. A Pre-Bid site meeting and walk-through will be held on Tuesday, September 30, 2025, at 10:00 a.m., at the location above. During the pre-bid meeting, there will be a review of the site involved and the scope of work and deliverables. All work is expected to be complete on or before January 31, 2026.
J. Bid security in the form of a Bid Bond, Cashiers or Certified Check, in an amount equal to 5% of the Bid submitted, and payable to Black River Technical College, must accompany each Bid as a guarantee that, if awarded the contract, the bidder will promptly enter into a contract and execute such bonds as may be required.
K. Performance and Payment Bond, equal to the Amount of the Contract, will be required of the bidder awarded the Contract.
L. All proposals must contain a letter of intent from an insurance company authorized to do business in the State of Arkansas, stating its willingness to insurance the Company pursuit to terms of any contract arising from the proposal. The Bidder awarded the contract will be required to submit Proof of Commercial Liability Insurance.
M. All bidders must conform to the requirements of the Arkansas Contractor’s Licensing Board.
N. No bidder may withdraw his Bid within sixty (60) days after the actual date of the opening thereof.
O. The Owner reserves the right to reject any or all Bids, and waive any formalities in Bids received, not bound by Arkansas statutes. Price alone may not be the determining factor. Award will be based upon those considerations which are in the best interest of the Owner, and will be made to the responsive, responsible Bidder whose bid is judged to be the most effective for the requirements and specifications stated in the Invitation for Bids. Proposals which fail to comply fully with any provision of the Bid Documents will be considered invalid and will not receive consideration. Proposals shall be addressed to the undersigned:
