Overview
The City of Norfolk (the “City”) is seeking proposals from qualified vendors to provide
the design, fabrication, installation and maintenance
of the digital wayfinding signage display. Successful contractors will oversee the content management for the kiosks as part of the comprehensive St. Paul Transformation-Critical Community Improvement projects (CCI).
The system shall be designed and fabricated by June 30, 2026.
Offerors may submit a proposal for direct purchase or for lease, or both.
The City is seeking digital wayfinding signage in the form of an outdoor interactive platform to provide residents and visitors with contextualized information in the Kindred Neighborhood. As part of a larger CCI plan, which includes support of a safe waking atmosphere at all times, five (5) kiosks will be installed along Freemason Street at gateway locations and near Kindred and St. Paul's neighborhood amenities.
Wayfinding stations are anticipated to be customizable, modular kiosks designed to facilitate user interaction through both digital and physical means. They are intended to offer public benefits and incorporate smart technology, which may include, but is not limited to, the following features:

Public information and art displays

Real-time public transportation options and arrival/departure data (e.g., bus, train, shared mobility devices (bike, scooter), or foot, etc.)

Pedestrian auto counts and behavior data

Include protocols for real-time posting of emergency City communications

Include multilingual display capabilities, primarily featuring English and Spanish, and additional languages as identified by the City

Public Wi-Fi access

Support for various content formats including PDF, Microsoft Office files, map, images, and web links
