This posting is for the purposes of distributing the Justification and Approval (J&A 42-888). This procurement will provide for the furnishing of services, including: system engineering services, maintenance, material and repair and overhaul of the Mobile Cleaning Recovery and Recycling System (MCRRS). The required services and material will minimize equipment down time and ensure safe operation of equipment. This contract action will consist of support services and the ability to acquire and deliver additional production units, spares, engineering changes, and equipment modernizations. Support services shall include, but are not limited to, configuration management, training, testing, logistics, and engineering/technical support. The MCRRS is a shipboard, heavy duty, self-powered cleaning vehicle that utilizes pressurized waterjet technology with integrated water recovery and recycling systems onboard the vehicle to remove Foreign Object Debris (FOD) and to clean and restore friction to non-skid surfaces found on Navy aircraft capable ships. MCRRS has replaced the existing Tennant 1550 Scrubber/Sweeper flight deck scrubber on all CVN, LHA, and LHD platforms. NAVSEA intends to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract on a Sole Source basis to Triverus, LLC as the Original Equipment Manufacturer (OEM) for system engineering services, maintenance, material and repair and overhaul of MCRRS, of which the Management & Oversight Process for the Acquisition of Services - Streamlined (MOPAS-S) No. AP PMS443-010 and J&A No. 42,888 are currently being reviewed to route for approval. The procurement will consist of a one-year base period and four (4) one-year option periods. The period of performance for the base period of performance will be 12 months from date of contract award. The period of performance if all option periods are exercised will be 60 months from the date of contract award. The Government's minimum needs have been verified by the certifying technical and requirements personnel.
