In accordance with the provisions of the Municipal Code of the City of Redding, sealed
proposals must be submitted to the City Clerk’s 3rd floor office of the City of Redding, located at
City Hall, 777 Cypress Avenue, Redding, California 96001 prior to 3:00 P.M. PT, Wednesday,
July 22, 2026, for furnishing the City of Redding a Proposal for Livestock Pasturing and Farming
opportunity at the Redding Regional Airport, per the specifications and general conditions.
PROPOSALS RECEIVED AFTER THIS TIME AND DATE MAY NOT BE ACCEPTED
OR CONSIDERED.
The said proposals will be opened at 3:00 P.M. PT, on Wednesday, July 22, 2026, in the
designated City Hall Conference Room as posted in the main lobby of City Hall, 777 Cypress
Avenue, Redding, California.
The bidder shall provide the original (unbound, paper) proposal and three (3) complete
proposal copies or one (1) digital copy of the proposal on a USB flash drive in an envelope
clearly marked with the proposer’s name and labeled “Request for Proposal, Schedule Number
5710”. The City will award any resulting contract in a manner consistent with the City
Purchasing Ordinance. Fax or electronic/email submission of proposals will not be allowed.
The cut-off date and time for receiving questions regarding this proposal is 5:00
P.M. PT, on Tuesday, June 30, 2026. All inquiries must be made in writing and may be
submitted to the email address shown below.

INTRODUCTION/STATEMENT OF PURPOSE
The Redding Regional Airport (RDD) has approximately 554 acres of land available for pasturing
livestock and growing agricultural crops on airport property. The purpose of this Request for
Proposals is to determine the best user of airport property to safely and effectively conduct
livestock pasture and agricultural operations on the specified airport property and to select a user
which provides the best prospective financial return to the City of Redding Airports Division for
use of airport property. The City of Redding Airports Division anticipates awarding a five-year
lease agreement, with one (1) five-year option to extend for the use of airport property for livestock
and agricultural purposes. Prospective livestock and agriculture operators will be expected at all
times to meet and comply with airport security and safety requirements, as well as operate in
accordance with all applicable general, federal, state, city or local permits specific to farming, if
applicable.
The scope of work and activities in this opportunity shall include, but are not limited to, the
following:
Annual winter dryland crops grown on all farmland and harvested no later than June 30th
of each year. Farmland kept free of excess vegetation including manzanita.
Livestock shall be kept within designated pasture area(s) at all times. Pasture maintained
free of downed trees and excess vegetation.
Maintenance of existing agricultural infrastructure including cattle fencing and the removal
of brush and weeds, on and near fencing.
Occupy and use the specified airport property in full compliance with all federal, state,
county, and local rules, regulations and requirements in effect, and as amended, at the
Redding Regional Airport.
Ensure farming is kept out of the Runway Safety Area Environment using best
management practices and potential visible barriers or markers.
Responsive proposals will include proposals for annual rent per acre at a minimum of $15.00 per
acre per year for pastureland and at a minimum of $25.00 per acre for non-irrigated crop land for
the first twelve-month period after which annual rent will be subject to a yearly three (3) percent
increase rate. Proposed acreage should be based off the attached map from the existing agriculture
lease.
SUBMITTAL INSTRUCTIONS
Submit one (1) unbound original (paper) and one (3) complete proposal copies or one (1)
digital copy of the proposal on a USB flash drive in an envelope clearly marked with the
proposer’s name and labeled: “Request for Proposal, Schedule Number: 5710.”
Proposals shall be delivered to the Redding City Clerk’s office at the address and time as noted on
the coversheet. The City reserves the right to reject, at its sole discretion, proposals received after
the stated time and date.
Facsimile or electronic submission will not be accepted.

REQUIRED PROPOSAL CONTENTS
At a minimum, proposals shall include the following information, in the order indicated below:
1. Proposal Guarantee Form (Exhibit A) – To be signed by a member of the firm having
the authority to enter into contracts on behalf of the organization and acknowledge receipt
of all addenda by number (if any were issued). If unsure as to the status of addenda, contact

2. Company Information - Provide name, address, telephone, and e-mail of the user entity
and its principals and describe how the development entity is organized, owned, and
controlled. Include full names and biographical summaries of company officers and/or
principals and W9.
3. Questionnaire (Exhibit B) - A complete and signed Questionnaire with all supplementary
documentation provided.
EVALUATION CRITERIA
Submissions received as requested will be evaluated by the City. Depending on the number of
applications and the relative qualifications and merits of received proposals, the City of Redding
Airports Division may, optionally, choose to schedule interviews for additional information.
Submissions will be evaluated and reviewed on the basis of the following criteria:
Ability to safely and effectively perform the proposed activities on the available
agricultural and pasturing land while conforming to airport safety and security rules and
any applicable City permits.
Financial capability to perform the proposed activities on the available agricultural land.
Financial return to the City of Redding Airports Division for the use of airport property.
Highest and best agricultural and pasture use of land available at the Redding Regional
Airport.
Positive references reflecting financial and operational capability to meet the requirements
of conducting agricultural operations on airport property.
Particular advantages of proposals such as geographic proximity of operations, history of
operations on airport properties (any airport) or other secure areas, co-location of facilities,
or other particular synergies identified in a proposal.
Responses provided to the RFP questionnaire are complete and follow correct directions.
