Request for Proposals (RFP) – Municipal Management Software
City of Wildwood, Missouri
The City of Wildwood, Missouri, is seeking proposals from qualified Vendors for the setup, configuration, deployment and support of a new a cloud-based municipal management software (MMS) platform. The purpose of this Request for Proposal (RFP) is to identify a qualified Software Provider who can provide a reliable and scalable MMS platform that will meet the needs of our municipality.
Sealed proposals for MUNICIPAL MANAGEMENT SOFTWARE will be received by the City of Wildwood, Department of Administration, 16860 Main Street, Wildwood, Missouri, 63040, until 4:00 P.M. CDT, on WEDNESDAY, AUGUST 27, 2025, at which time the proposals will be publicly opened and read aloud. The 4:00 P.M. CDT cutoff time for acceptance of sealed proposal documents is determined by the Department of Administration, not that of the respondent.
Scope of Work: The City is seeking a vendor to implement and support a comprehensive Municipal Management Software (MMS) solution that enhances both internal operations and resident-facing services. The MMS must include functionality for resident request reporting, automated notifications, code enforcement, interactive GIS mapping, permitting, park reservations, event calendar management, business licensing, subcontractor work orders, and the processing of Sunshine Law requests. The system must be capable of supporting a minimum of 25 internal users and serving at least 15,000 residents, with the ability to scale as the City grows. The scope of work includes complete implementation and configuration of the MMS, as well as training for staff. The selected vendor will also provide ongoing maintenance and technical support, including software updates and issue resolution. The solution must integrate seamlessly with the City’s existing systems and be fully accessible via web browser and mobile devices.

Not less than the prevailing hourly rate of wages shall be paid to all workmen performing under this contract in this area according to the rates determined by the Department of Labor and Industrial Relations of the State of Missouri.
The City of Wildwood shall award any contract based on the proposal that, in its sole discretion, best meets the interests and requirements of the City. The City of Wildwood reserves the right in its sole discretion to reject any, or all proposals, to waive technicalities or deficiencies in any or all the proposals, to negotiate with any or all respondents or others for other or more favorable terms or prices, and/or to award the contract to other than the respondent submitting the lowest cost proposal, with or without negotiation.
This project is tax-exempt. A tax exemption letter will be made available to the successful respondent upon request.
