The Mid–Region Council of Governments (MRCOG) invites licensed and qualified Pest Control Service companies (Offerors) to submit Bids for Pest Control Services for the MRCOG facilities, the Rio Metro Regional Transit District (RMRTD) facilities and the Work Force Connections of Central New Mexico (WCCNM) facilities. The locations of the facilities, requirements and or specifications contained in this Invitation to Bids (ITB) are defined in Section 3.0 and specially in Attachment A.

1.0 INTRODUCTION
The Mid – Region Council of Governments invites licensed and qualified Pest Control Service companies
(Offerors) to submit Bids for Pest Control Services for the Mid – Region Council of Governments
(MRCOG) facilities, the Rio Metro Regional Transit District (RMRTD) facilities and the Work Force
Connections of Central New Mexico (WCCNM) facilities. The locations of the facilities, requirements and
or specifications contained in this Invitation to Bids (ITB) are defined in Section 3.0 and specially in
Attachment A.
At this time, MRCOG will only accept electronic email bid submissions from offers for the goods or
services described in this Invitation to Bid at the email listed below:

-Bid Responses are due no later than 2:00 p.m. local time, on Friday
May 01, 2026.
-Emailing Bid Submission is the sole responsibility of the Bidder.
The electronic email submission is the time of record for all submitted bids.
Bids will be reviewed by the MRCOG Chief Procurement Officer, the Director of Finance and or The
Procurement Specialist. The bids will be considered by the MRCOG following the opening of the bids, and an
award of the Contract, if made, will be within thirty (30) days after the Bid Opening.
Instructions to Bidders, bidding proposal, and other Contract Documents, Specifications and Terms and
Conditions to be used in connection with the submission of bids are available at the MRCOG office or by

The Bidder's attention is specifically directed to the Instructions to Bidders, and the Specifications and
Terms and Conditions contained herein.
Pre-Bid Conference: There will be no Pre Bid Conference, all locations and square footage of
facilities are listed in Section 3.0 of this Invitation to Bid.
2.0 INSTRUCTIONS TO BIDDERS
2.1. Definitions
As used in this request the following definitions apply:
"Close of Business" means 5:00 PM local time.
"Contract" means a written agreement for the procurement of items of tangible personal property or
services.
"Contractor" means a successful Offeror who enters into a binding contract.
"Determination" means the written documentation of a decision by the Procurement Manager or
Procurement Officer including findings of fact supporting a decision. A determination becomes part of
the procurement file.
"Desirable" The terms "may", "can", "should", "preferably", or "prefers" identifies a desirable or
discretionary item or factor (as opposed to "mandatory").
"Evaluation Committee" means a body appointed by the MRCOG Executive Director to evaluate
Offerors Bids.
"Finalist" is defined as an Offeror whose offer complies with all the mandatory specifications of this
ITB and whose score on evaluation factors is sufficiently high to merit further consideration by the
Evaluation Committee.
"Mandatory" The terms "must", "shall", "will", "is required", or "are required", identify a mandatory
item or factor (as opposed to "desirable"). Failure to comply with a mandatory item or factor will result
in the rejection of the Offeror’s Bids.
"MRCOG" means the Mid-Region Council of Governments of New Mexico.
"Offeror'' is any person, corporation, or partnership who submits a Bids.
"Procurement Manager'' means the person or designee authorized by the Executive Director of
MRCOG to manage and administer procurements and contracts.
"Procurement Officer'' means the person or designee designated by the MRCOG to oversee all
MRCOG procurement.
"Invitation for Bids" or "IFB" means all documents, including those attached or incorporated by
reference, used for soliciting Bids.
"Responsible Offeror'' means an Offeror who submits a responsive Bids and who has furnished, when
required, information and data to prove that his financial resources, production or service facilities,
personnel, service reputation and experience are adequate to make satisfactory delivery of the services
or items of tangible personal property described in the Bids.
"Responsive Offer'' or "Responsive Bids" means an offer or Bids that conforms in all material respects
to the requirements set forth in the request for Bids. Material respects of a request for Bids include, but
are not limited to, price, quality, quantity or delivery requirements.
2.2 Time and Place of Receiving and Opening of Bids
This information is found on the title page. Bids received after the specified time will be returned
to the Bidder as not acceptable.
2.3 Clarification of Contract Documents
2.3.1 In the event a Bidder discovers a conflict or inconsistency between any part of the bid documents,
Contract Documents or an omission from the Contract Documents prior to submitting a Bid, the Bidder shall
identify the conflict, inconsistency or omission, and immediately submit it in accordance with 2.3.2 below.
2.3.2 Unless otherwise designated in the Contract Documents, any and all inquiries concerning the ITB
process including technical questions, Affirmative Action requirements, and bidding requirements must
be submitted via email to the attention of the MRCOG Procurement Officer Phil Pino, email address
rfp@mrcog-nm.gov
Potential Offerors may submit additional written questions as to the intent or clarity of this solicitation
to the Procurement Officer. All written questions must be emailed to the Procurement Officer at the
address specified above. The Procurement Officer will provide a written response only to written
requests that are received at least five (5) working days prior to the submittal due date.
2.3.3 Invitation to Bid (ITB), including contract interpretation or reports of ambiguities, conflicts, errors
or omissions, shall be submitted, in writing and shall be delivered to the MRCOG five (5) days before
the published bid opening. The MRCOG reserves the right to receive, respond, or "not" respond to any
ITB received after the cutoff date. At the MRCOG's sole discretion, any clarification or response to an
ITB issued after the ITB cutoff date will allow sufficient time between the clarification or response and
the Bid Opening date. No oral clarification or interpretations will be made to any bidder as to the
meaning of the Contract Documents. Clarifications or interpretations by MRCOG will be in the form
of a written addendum. Addendums will be consecutively numbered in the order they are issued.
Depending on the number and type of inquires received; the MRCOG will issue timely Addenda in
Order to maintain the procurement schedule. Bidders shall not rely upon any oral statements or
conversations they may have with MRCOG employees, agents, or representatives regarding the
Contract Documents.
2. 4. Addenda
Each Addendum shall be a part of the Contract Documents to the same extent as though contained in
the original documents and itemized listings thereof and all Bidders shall be bound by such Addenda.
On the Bid Proposal, each Bidder shall acknowledge receipt of each Addendum. Each Bidder shall
ascertain, prior to submitting the bid, that the Bidder has received all Addenda issued, and shall
acknowledge receipt of each Addendum on his Bid Proposal.
2.5 Examination of Contract Documents and optional
sites visits on their own, before submitting a Bid
response, each Bidder shall be familiar with:
Examine the Contract Documents on this Bid.
On your own visit the sites to become familiar with local conditions that may affect, in
any manner, the performance of the work and employment of labor thereon.
Be familiar with federal, state, and local laws, ordinances, rules and regulations affecting
performance of the work and employment of labor thereon.
Be familiar with the regulations governing the award and rejection of bids of the MRCOG.
