Town of Sunnyvale is seeking proposals from qualified consultants for professional services to prepare a Comprehensive Plan that will update and replace the 2017 Comprehensive Plan. Responses are solicited for this Project in accordance with the terms, conditions, and instructions set forth in this RFP . Responses are due no later than 5:00 p.m. (CDT) Friday, January 31, 2025.

The respondent shall submit five (5) bound hard copies of their Proposal, and one (1) digital copy in a portable thumb drive by 5:00 P.M. (CDT), Friday, January 31, 2025. Reponses shall be addressed and marked as

I. COMMUNITY BACKGROUND

The Town of Sunnyvale Strategic Plan 2023-2024 continued emphasis on review and update of Town's long-range plans, which includes the Comprehensive Plan. The current Comprehensive Plan was adopted in February 2017. Conditions both within the Town and in the surrounding municipalities have changed drastically over the last few years. As a result, it is of utmost importance that the Comprehensive Plan and Future Land Use Map is updated to reflect the realities of today and prepare the Town for future needs. Funds have been allocated in the Fiscal Year 2024-2025 budget accordingly to accomplish this goal.

Sunnyvale, Texas, is home to approximately 9,500 residents and covers 16 square miles on the eastern edge of Dallas County. The town is ideally situated in the Dallas-Fort Worth metroplex, with U.S. Highway 80 and NTTA's President Geroge Bush Turnpike providing access to the surrounding areas. Sunnyvale residents enjoy the benefits of small-town living combined with access to the Dallas-Fort Worth area's thriving business, cultural, and social districts in a quiet, family-oriented setting. Sunnyvale's population has grown by more than 8% since 2020 and its total tax base has more than doubled since 2013. Sunnyvale has a median household income of $152,632 and an average home market value of $662,575, the 4th highest in Dallas County.

The Town offers a variety of recreational amenities at four beautiful parks. Jogging, walking, or biking across the open-air roads is a rare treat in most urban environments, but these luxuries are the pride of Sunnyvale and enhance its rural charm. Rated one of the Top 5 school districts in North Texas, Sunnyvale ISD is a vital part of this dynamic, growing community. With all these unique amenities, the Comprehensive Plan should align the goals and objectives of current residents while supporting quality growth and aspirations of the community at large.

II. PURPOSE OF THE STUDY

The Sunnyvale Comprehensive Plan will support the Town's strategic vision of “a unique, rural community with small town values…..”. The plan should create a clear and concise land use and development strategy to direct future growth of the community while providing actionable implementation items to aid in successful implementation of the plan over its 20-year lifetime.

III. PRELIMINARY SCOPE OF SERVICES

The Comprehensive Plan will develop an overarching vision for the community that can be espoused by all. The goal is to not overlook current policy framework and guidance provided by various long-range plan and policy adopted by the Town, but to review them and incorporate the best applicable practices and recommendations provided by these documents. With this broad objective in mind, the Town has developed the following outline for the Plan's development.

Sunnyvale Today:

  • Community Profile: Develop a socio-demographic profile of the community analyzing how the Town has progressed through the years and the direction the Town might take in the next 20 years given the context of explosive growth in the DFW metroplex.
  • Inventory of Existing Conditions: Create an inventory of current land uses, transportation, and infrastructure assets by utilizing town's available data and other regional resources, such as North Central Texas Council of Governments (NCTCOG), Dallas County, TxDOT etc. Review existing plan and policy documents pertinent to the Comprehensive Plan.
  • The Town is currently updating the Master Thoroughfare Plan and Roadway Impact Fee report. These plans are scheduled for adoption by early spring or summer of 2025. Additionally, the Town is going through the process of updating the water, and waste-water master plans. These two projects have not started yet. However, coordination with the respective consultants for these studies and plan elements will be crucial for the successful implementation of the comprehensive plan.

What Sunnyvale Needs:

  • Resident/Stakeholder Engagement Strategy: The public's participation is critical to the development of a Comprehensive Plan and policies that reflect the needs, desires, and decisions of the community. The Comprehensive Plan should strive for consensus building that dominate the process. The consultant needs to design, implement, and guide the public participation process that incorporates effective and innovative participation mechanisms and techniques. Public participation can include but is not limited to conducting town halls, public forums, utilizing social media, the Town's website, and Polco Survey platform to promote the planning process, and receiving community feedback.
  • The consultant in collaboration with the Town staff shall draft regular articles and website releases providing updates of the Comprehensive Plan process, which includes information about upcoming workshops and community input opportunities. These will be made available on the Town's website by staff.

What Sunnyvale's Future Hold:

Based on the existing conditions analysis, community profile, and extensive public engagement process, the following elements of the Comprehensive Plan should be developed:

  • Vision and Goal: Develop a Vision and Goal for the Comprehensive Plan
  • Future Land Use Plan: Develop a future land use strategy that focus on quality growth while retaining the rural charm of Sunnyvale.
  • Mobility/Transportation: Refer to the newly adopted Master Thoroughfare Plan and provide guided recommendations on land use policies accordingly.
  • Implementation Strategy: The comprehensive plan is expected to include a robust implementation strategy with a monitoring system that is measurable over time and can provide staff and Council with easy-to-understand metrics to achieve year-marked goals over time.

Deliverables:

  • Final Comprehensive Plan Document: Production of the final document, which should be an attractive, engaging, and easy to use document. Supplemental reports providing more detailed analysis of demographic and economic trends, historical reports, meeting summaries should be developed as appendices. The consultant shall provide to the Town 15 color, hard copy, spiral bound books as part of the final deliverables.
  • Brochure: Production of an accompanying information brochure (preferably in 24” x 36” that can be folded into 8.5” x 11”) containing essential direction from the plan in an attractive, graphic heavy format, that is easy for members of the public and developer community to understand.
  • Maps and Graphics: The consultant team will be responsible for developing and preparing graphics (to be provided in original digital and hard copy, where applicable) for presentations, public meetings and the final report, including but not limited to the following:
  • Base Maps, including the physical context of the study area, including major vegetation, waterways, utility installations, public facilities, surrounding land use and transportation infrastructure.
  • Framework/Vision Plan, including suggested future land use maps, location of community assets and graphics showing potential future land use and development.
  • Presentation Materials, including PowerPoint slides and/or other graphics or appropriate documentation at the scale and level of detail necessary for public meetings.
  • Finished Graphics and Text, including any public engagement meeting board, display map, other associated flyers, PowerPoint slides, and other documentation for inclusion in the final report and presentation to the Planning and Zoning Commission and the Town Council.

V. PROJECT SCHEDULE

Following the consultant selection process and contract execution, it is the Town's objective to complete the project within an approximate 18-month time frame. The following is the tentative schedule for completion of the study:

RFQ issuance — January 6, 2025

Responses Received — January 31, 2025

Consultant selection/interviews — February 17 - 21, 2025

Scope of work/fee/schedule and contract development with selected Consultant — March 10 – 14, 2025

Town Council contract approval and contract execution — March 24, 2025

Project initiation — April 2025

Project completion (includes project acceptance/adoption by Planning & Zoning Commission and Town Council) — October 2026

VI. BUDGET

The anticipated Budget for this project is approximately $250,000.

VII. SUBMITTAL TO INCLUDE

The submission shall include the following information in the order listed below, with each section clearly labeled and separated by tabs, with pages numbered.

1. Cover Letter (three pages maximum)

  • Familiarity with Sunnyvale and its regional context.
  • Interest in the project and a brief description of relevant project experience that makes the consultant uniquely qualified to perform the work described in this RFP.

2. Consultant team qualifications

  • Resume/Bio for the project manager and each team member as well as experience and qualifications of the consultant.
  • Availability and manpower estimate for the project manager and team members who will be committed to completing the project through acceptance/adoption by Town Council.
  • Describe the lead consultant's personnel resources that are available to the project manager to ensure the project remains on schedule and address unique challenges presented during the project.

3. Method and Approach

  • Narrative describing the consultant team's overall method and approach to developing a comprehensive plan that meets the requirements as outlined in this RFP.

4. Experience and Examples

  • Samples of final documents and graphics from comparable projects completed within the previous five years (providing electronic copies on a thumb drive is sufficient).

5. References

  • Provide five current references (within the past five years). References provided shall be for work completed for similar type projects.

VIII. SELECTION PROCESS

From a review of the proposals received, the Town intends to invite consultants to be interviewed before making a final selection of a consultant for this Project. If the Town desires to interview a consultant, that consultant will receive notification of the date and time of the interview.

The selected respondent then will negotiate with the Town the project contract including scope of work, project schedule, and fee. If a reasonable contract including fee cannot be achieved with the respondent of choice, in the opinion of the Town, negotiations will proceed with the second-choice respondent until a mutually agreed upon contract can be negotiated.

Once a consultant has been selected and contract negotiation has occurred, the Staff Evaluation Panel will recommend a consultant to the Town Council for their consideration and contract approval.

IX. EVALUATION CRITERIA

The following factors will be used in evaluating Consultant's qualifications:

  1. Experience and knowledge in completing a comparable comprehensive plan.
  2. Ability to complete the project within a given timeframe and budget.
  3. Ability to maintain communication on project development.
  4. Ability to engage partners and stakeholders during the process.
  5. Experience and involvement with subsequent implementation phases associated with a previously completed citywide comprehensive plan.
  6. References.
