Description


Competitive sealed Proposals (¿Proposal¿) for Construction Manager at Risk ("CMAR") services related to the preconstruction and construction of per- and polyfluoroalkyl substances (¿PFAS¿) Treatment Improvements at the Fort Benning Water Treatment Plant ("FBWTP") and the North Columbus Water Resources Facility ("NCWRF").

Owner owns and operates the FBWTP on Fort Benning Army Post and the NCWRF in Columbus, Georgia. Both facilities face current or anticipated regulatory requirements related PFAS that necessitate implementation of new PFAS treatment facilities and associated improvements. At FBWTP, pilot testing and preliminary engineering have identified granular activated carbon ("GAC") as the selected PFAS treatment technology. At NCWRF, PFAS improvements will be designed to meet Owner's regulatory and operational objectives for that facility.

The Project consists of a two-phase PFAS treatment program to be delivered under a single CMAR contract:

Phase 1 - FBWTP PFAS Treatment Improvements: Construction of new GAC treatment facilities and associated improvements at FBWTP to achieve compliance with applicable PFAS drinking water standards and to integrate with existing treatment processes.

Phase 2 - NCWRF PFAS Treatment Improvements: Construction of PFAS treatment facilities and associated improvements at NCWRF to provide PFAS treatment capacity consistent with regulatory and operational objectives. The Owner has an ongoing pilot study and technology evaluation. Selected technology will be determined after the piloting phase concludes.
