Description

The Department of War Education Activity (DoWEA) seeks a commercial contractor to provide a comprehensive, evidence-based professional learning solution titled “The Literate Brain: Developing Pedagogical Content Knowledge in the Science of Reading and Writing (Grades PK–5).”



DoWEA requires the provision of a comprehensive, evidence-based, and role-specific professional learning (PL) program designed to strengthen the pedagogical content knowledge (PCK) of educators, school-based leaders, instructional support specialists, and headquarters subject matter experts in the Science of Reading (SoR) and the Science of Writing (SoW). This initiative bridges the gap between cognitive science research and classroom execution. The training must explicitly focus on the unique instructional and developmental needs of PK-5 students, transitioning the school system from balanced literacy models to an integrated, research-based literacy framework.



This acquisition is being conducted using commercial acquisition procedures. All requirements, deliverables, performance standards, applicable technical and security requirements, and quotation instructions are contained in the attached solicitation documents and Performance Work Statement (PWS).
