  • Replacement of existing stormwater facilities

  • Installation of new stormwater infrastructure within:

    • PennDOT rights-of-way

    • Private property

    • Prospective bidders must register as a plan holder on PennBid (even if documents are obtained elsewhere)

    • May be purchased for $225 from HRG

    • Documents may be viewed by appointment at HRG’s Lewisburg office

    • Hard copy bid submissions will be accepted per Instructions to Bidders

Bid Security & Conditions
  • Bid Security: Certified Check or Bid Bond for not less than 10% of the bid amount

  • Bid Validity:

    • All bids are irrevocable for 60 days after the opening date

    • If delays arise (government approvals, bond sales, or grant awards), bids may remain valid for up to 120 days

Contractor Compliance Requirements
  • Non-Collusion Affidavit must be included with bid

  • Environmental Compliance:

    • Must follow all federal and state regulations, including PA Act 247 (pollution prevention & natural resource protection)

  • E-Verify Requirement:

    • Public Works Employment Verification Act compliance required

    • Public Works Employment Verification Form must be submitted with bid

  • EEO Requirements:

    • 6.9% goal for female workforce participation

    • 1% goal for minority workforce participation (on-site construction)

MBE/WBE and Prevailing Wage Requirements
  • Funding Source: Federal (SLFRF funds via U.S. Dept. of the Treasury)

  • Administered by: SEDA-COG

  • Minority/Women Business Participation:

    • Must submit evidence of solicitations and commitments with bid
