MAGNOLIA ROAD PAVING PROJECT

This is an invitation to submit a bid to Tattnall County for Magnolia Road as indicated herein. Sealed bids
will be received at the office of the Chairman (in Tattnall County Administration Building at the above
address) up to 10:00 a.m.., September 25, 2026, to which time they will be opened and publicly read.
Scope of Work:
This project consists of the construction of approximately 0.67 miles of new roadway along Magnolia
Road in Tattnall County, generally following the existing unpaved alignment. The proposed roadway
provides improved access to adjacent residential and agricultural properties and establishes a
connection to U.S. Highway 280 to improve local mobility and connectivity. The roadway section
includes 10-foot paved travel lanes with 2-foot shoulders and approximately 18-foot-wide roadside
drainage ditches designed to convey stormwater runoff toward a 36-inch cross-drainage structure
located beneath Curve #2. The project also includes the installation of fourteen paved driveway
connections and associated driveway drainage pipes to maintain access and drainage continuity.
Construction quantities include approximately 9,586 square yards ogf raded aggregate base course
(GAB) and 1,617 tons of asphalt pavement. Most of the roadway will receive asphalt surfacing, with
the final roadway segments transitioning to GAB surfacing. All work shall conform to the Georgia
Department of Transportation's (GDOT) Standard Specifications Construction of Transportation
Systems, 2021 FditionI GDOT's Supplemental Specifications Construction of Transportation
Systems, 2021I and all applicable GDOT Standards and DetailsI and other contract requirements,
specifications and general conditions.
Project work will be required to begin within 90 calendar days of the Notice to Proceed and be
substantially complete within 365 calendar days. All punch-list items will be required to be complete
within 30 days of the Vinal /nspection.
Eligible bidders and subcontractors shall be licensed Contractors in the State of Georgia meeting
all applicable insurance and bonding requirements as stipulated in the separate Instructions to
Bidders and Contract Documents. Lerifying documents for the prime contractorPbidder will be required
prior to contract award, and for all subcontractors prior to beginning work.
Bid Documents may be obtained at the County Office Nocation by appointment. Proposers are
encouraged to request Bid Documents via email. All proposers requesting plans and bid documents
will be emailed bid documents andPor granted access to the Fngineer's VTQ site containing digital copies
of plans, specifications, and addenda. "o documents will be mailed. Request for Bid Documents anda ny
questions regarding the project or to schedule an appointment to pick- up plans at the County's office
should be emailed simultaneously to ritchie.swindell@exp.com, brian.scarbrough@exp.com, and
engineer@tattnallcountyga.gov (zuestions must be received no later than noon on September 14,
2026). Responses will be posted to the VTQ site as an Addendum. Additional addendums may be issued
during the proposal period. All proposers are responsible for checking the Fngineer's VTQ site for
addendums.

A mandatory Qre-Bid meeting will be held at the office of the Chairman (in Tattnall County Courthouse at the
above address) at 10:00 a.m., September 16, 2026.
/nstructions for preparation and submission of a bid-proposal are contained in this packet. Bids must be
typed or printed in ink. Bids submitted as a result of this invitation must include the YBid SheetY and bids
on both options to be considered along with all required documents and be returned in a sealed envelope
or container marked, "SEALED BID for Magnolia Road (39)" on the outside. Bids may not be considered
unless so received.
All contractors must comply with the provisions of O.C.G.A. Sec. 13-10-91, and must register and
participate in the federal work authori*ation program (also known as F-Lerify (www.uscis.govPeverify)). A
contractor must submit the required affidavit BFVORF A"% QROQOSAN /S CO"S/DFRFD. A form affidavit
shall be provided with the proposal package.

Note: No Proposers are to contact anyone who is currently employed by Tattnall County
Government at any time during the Proposal Process in relation to the project, except as directed
above. All questions are to be directed to the Engineer, via email, at the address provided above.
Any breach of this requirement may result in disqualification.

INSTRUCTION TO BIDDERS
1. Intent: /t is intended that the /nstructions to Bidders, General
Conditions, and Detailed Specifications shall define and describe the
complete work to which they relate.
2. Work to Be Done: The project area is:
' "ew roadway along Magnolia Road in Tattnall County
The work to be performed under this contract consists of grading, drainage, base
and asphalt pavement, grassing and erosion control. The project includes general
requirements such as grading, drainage installation, paving, signage, striping, grassing
and erosion control. All work and material shall be in accordance with the specifications
and the contract documents.
3. Site Examination: The Bidder is advised to examine the location of the work and
to inform themselves fully as to its conditionsI the conformation of the groundI the
character, quality and quantity of the products needed preliminary to and during the workI
the general and local conditions and all other matters which can in any way affect the
work to be done under the Contract. Vailure to examine the site will not relieve the
successful bidder of their obligation to furnish all products and labor necessary to carry
out the provisions of this contract.
The Bidder shall notify the Owner of the date and time hePshe proposes to examine the
location of the work. The Bidder shall confine their examination to the specific areas
designated for the proposed construction, including easements and public rights of way.
The Bidder is solely responsible for any damages caused by hisPher examination of the
site.
4. Bid and Contract Security: Fach Qroposal must be accompanied by a bid bond
for an amount equal to at least five percent (5J) of the bid amount. /f for any reason
whatsoever the Bidder withdraws from the competition after opening the bids, or if hePshe
refuses to execute the Contract, the Owner will proceed on the Bid Bond. The Surety of
the Bid Bond, Qerformance Bond, and Qayment Bond shall be a surety company
authori*ed to do business in the State of Georgia, shall be listed in the Department of the
Treasury Circular 570, and shall have an underwriting limitation in excess of 100J of the
bid amount. The Bonds and Surety shall be subject to approval by the Attorney for the
Owner. Attorneys-in-fact who sign bid bonds or contract bonds must file with each bond
a certified and effectively dated copy of their power of attorney.

5. Determination of Successful Bidder: The Contract will be awarded to the lowest
responsive, responsible bidder, if awarded.
(a) Responsibility: The determination of the bidder&s responsibility will be made by the
Owner based on whether the bidder:
1. Maintains a permanent place of business,
2. Has the appropriate technical experience,
3. Has adequate plant and equipment to do the work properly and expeditiously
4. Has suitable financial means to meet obligations incidental to the work.
The Bidder shall furnish to the Owner all such information and data for this purpose as
the Owner may request. The Owner reserves the right to reject any bid if the evidence
submitted by, or investigation of, the bidder fails to satisfy the Owner that hePshe is
properly qualified to carry out the obligation of the Contract.
(b) Responsiveness: The determination of responsiveness will be made by the Owner
based on a consideration of whether the Bidder has submitted complete Qroposal forms
without irregularities, excisions, special conditions, or alternative bids for any item unless
specifically requested in the Qroposal forms.
6. Bid Alternates: Bidders are requested to review Bid alternates and submit bids for
all alternates, if any, as outlined on the Detailed Fstimate and Bid Schedule.
7. Contract Time: Contract time shall consist of Three Hundred Sixty-Five (365)
consecutive calendar days for the completion of work, to be computed from the date of
the "otice to Qroceed. Niquidated damages shall be assessed at $800 per day.
8. Submission of Bids: Bids shall be submitted at the time and place indicated in
the /nvitation. Tattnall County will not accept late bids. On the outside of the envelope
containing the bid shall be noted the following:
"SEALED BID for Magnolia Road"
9. Georgia Open Records Act: Bidders are reminded that documents and
information in the possession of Tattnall County will be treated as confidentialPproprietary
information only to the extent permitted by the Georgia Open Records Act and will be
exempt from disclosure to a third party only to the extent permitted by the Georgia Open
Records Act. Any trade secrets in your bid must be placed in a separate envelope, clearly
identified and marked as such. Marked at a minimum by a cover letter explaining exactly
where such information is, and otherwise marked, highlighted, etc. so as to be plainly
visible.

10. Proposal Forms: Bids shall be submitted on the Qroposal Vorms included. Bids
shall be based upon unit prices for estimated quantities except where bid items require
lump sum proposals as indicated by the Qroposal Vorms. Where errors or omissions
result in discrepancies in bid totals, prices per unit as submitted will be binding.
Vinal payment will be based upon actual in-place measured quantities, except where
lump sums are requested for bid items.
11. Gratuities: Tattnall County acknowledges that, particularly during the holiday
season, it may be customary to provide gifts to employees or departments. However, the
Tattnall County Qersonnel Qolicy prevents the acceptance of such gifts. %our cooperation
in respecting the policy is appreciated.

01 - Definitions
Where used in the project manual, the following words and terms shall have the meanings
indicated. The meanings shall be applicable to the singular, plural, masculine and feminine of the
words and terms.
Acceptance - Vormal action of the Owner in determining that the Contractor&s work has been
completed in accordance with the contract and in notifying the Contractor in writing of the
acceptability of the work.
Act of God - A cataclysmic phenomenon of nature, such as a hurricane, earthquake, or abnormal
flood. Rain, wind, high water, or other natural phenomenon which might reasonably have been
anticipated from historical records of the general locality of the work shall not be construed as
acts of God.
Addenda - Supplemental written specifications or drawings issued prior to execution of the
contract which modify or interpret the project manual by addition, deletion, clarification, or
corrections.
