Project Description: The Mt. Airy Community Development Corporation “Mt. Airy CDC” is requesting bids for a single construction contract involving improvements to the Cherashore Playground and Recreation Center located at 851-951 W. Olney Avenue, Philadelphia, PA 19141. These improvements to the site shall hereafter be referred to as the “Project”.
A mandatory pre-bid on-site meeting will be held at 2:00 PM Eastern Prevailing Time on Thursday, October 30, 2025, at Cherashore Playground located at 851-951 W. Olney Avenue, Philadelphia, PA 19141. Questions regarding this Project shall be submitted via the “Ask a Question” feature in the PennBid Program no later than Thursday, November 6, 2025 at 6:00 PM Eastern Prevailing Time. Bids for the Project will be received electronically via the PennBid Program until Monday, November 24, 2025 at 6:00 PM Eastern Prevailing Time. On Tuesday, November 25, 2025 at 2:00 PM Eastern Prevailing Time, the Bids received will be publicly opened and read at the offices of Mt. Airy CDC at 6703 Germantown Avenue, Suite 200, Philadelphia, PA 19119, and also live-streamed via a virtual Google Meet meeting, which can be accessed via the following credentials:

In general, the Project includes the following work:
Demolition of existing playground and courts;
Demolition of select building components;
Improvements to basketball courts;
Improvements to tennis court;
Creating a multi-purpose court;
Improvements to the playground;
Improvement to exercise area;
Walking path replacement;
New outdoor furniture;
Upgrades to exterior lighting, hard surfaces, and landscaping;
Upgrades to the recreation center including mechanical, electrical and plumbing;
ADA compliance upgrades;
Security system upgrades;
Sidewalk replacement;
Installation of a sprayground (Add Alternate A); and
Installation of a storage shed (Add Alternate B).
Obtaining the Bidding Documents
Information and Bidding Documents for the Project can be found at the designated website “PennBid Program” with access via the following URL:

Bidding Documents may be downloaded at no cost from the PennBid Program website. Prospective Bidders are urged to register with the PennBid Program website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The PennBid Program website may be updated with addenda, lists of registered plan holders, reports, or other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the PennBid Program website. Bidders who have registered with and downloaded documents from the PennBid Program will be notified by email when an addendum or Project change has been posted. PennBid is the only method by which Bidders may pose questions and will receive answers. PennBid is the only method by which Bidders may submit a bid. Neither Mt. Airy CDC, City nor Project team members will be responsible for Bidding Documents, including addenda, nor any other project related information, obtained from sources other than the designated PennBid Program website.
