POST ROAD SOUTH WIDENING - SR 9 TO KELLY MILL ROAD

The Forsyth County Board of Commissioners will accept sealed bids until 2:00 p.m.,
September 24, 2026 for providing all materials, equipment and labor for construction of the
proposed widening and reconstruction of Post Road from SR 9/S Atlanta Road to CR 5/Kelly
Mill Road located in Forsyth County. The proposed design includes two lanes in each
direction with a 16-foot wide raised median. The proposed outside shoulder will be a 19-foot
wide urban shoulder on the east side, containing curb and gutter with a 10-foot wide multi-
use path, and on the west side will be a 10-foot wide urban shoulder containing curb and
gutter with 5-foot wide sidewalks. The project also includes the installation of drainage
structures, storm drainpipes, water lines and appurtenances, asphalt, traffic signals and
markings, landscaping, erosion, sedimentation and pollution control measures, and other
associated work.
A Non-Mandatory Pre-bid conference will be held on September 3, 2026 at 10:00 am EST

Bids are due by 2:00 P.M. (EST) on September 24, 2026.
Forsyth County uses a procurement portal powered by EUNA Procurement ("EUNA"), for
digitally accepting and evaluating bids, statements of qualification, and proposals. Bids shall
only be accepted online through EUNA.

bid submitted in any other form (email, paper, fax, mail, etc.) will not be accepted for any
reason.
Bids will be publicly opened and read aloud at 2:30 P.M. (EST) on September 24, 2026, at
Forsyth County Administration Building, Liberty Training Room, Suite 1010, 2435 Freedom
Parkway, Cumming, GA 30041, and via Microsoft Teams (visit the Forsyth County
Procurement Department webpage for information).
Bidders submitting bids in excess of $2,000,000 must be prequalified with the Georgia
Department of Transportation (GDOT).
Bidders submitting bids $2,000,000 or less must be either a prequalified contractor or a
registered subcontractor with GDOT.
The DBE goal for this project is 10%.
The number of calendar days to complete construction following the Notice to Proceed with
Construction given by the County to the Contractor is 1,825.

A Bid Bond is required in accordance with Section 102.08 of the GDOT Standard
Specifications. The successful bidder will be required to furnish a Performance Bond in the
amount of 100% of the Contract amount and a Payment Bond in the amount of 110% of the
Contract amount.
All bids must remain valid for a minimum of 120 calendar days after the actual date of the
opening.
If the Contract is awarded, it will be awarded to the lowest reliable bidder whose proposal
shall have met all the prescribed requirements.
Forsyth County, in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42
USC 2000d-42 and Title 49, Code of Federal Regulations, Department of Transportation,
Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in federally assisted programs
of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders
that it will affirmatively ensure that in any contract entered into pursuant to this
advertisement, minority business enterprises will be afforded full opportunity to submit bids
in response to this invitation and will not be discriminated against on the grounds of race,
color, sex, or national origin in consideration for an award.
Forsyth County reserves the right to reject any or all bids and to waive technicalities, subject
to applicable GDOT requirements.
