The solicitation (6923G225B000002) is being issued as an Invitation for Bids (IFB). This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible small businesses may submit a bid. The solicitation will result in a firm, fixed-price contract.
This is solicitation for the Renovations to the Athletics Conference Room located in O'Hara Hall of The United State Merchant Marine Academy (USMMA) at Kings Point, New York. It for commercial items and services prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a separate request will not be issued.
Offerors are advised that they are responsible for obtaining ALL solicitation documents and acknowledging any amendments, and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA. The construction magnitude is between $100,000.00 to $250,000.00 in accordance with FAR Part 36.204.
This requirement is a total set-aside for small business. Offers received from firms that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-6, Notice of Total Small Business Aside (NOV 2020) (15 U.S.C. 644) which applies to this solicitation). All responsible small business sources may submit a response which, if timely received, will be considered by the agency. The associated North American Industrial Classification System (NAICS) code for this procurement is 238350 with a small business standard of $19 Million.
The United States Merchant Marine Academy (USMMA) at Kings Point, New York requires the services of a qualified contractor capable of capentry, finishing and some electrical work. The Contractor shall provide all labor, parts, material, equipment, prepping, cleaning and restoration described in the Statement of Work (SOW) at the U.S. Merchant Marine Academy Kings Point, NY 11024. All work must be in accordance with the attached SOW and supporting documents.
APPLICABLE DAVIS-BACON ACT WAGE DETERMINATION: The Davis-Bacon Act Wage Determination applicable to this requirement is available online at the following address: SAM.gov | Home (DBA NY20250012 date 01/03/2025).
A Single Firm Fixed Price Award will be made to the responsible offeror, whose offer is, conforming to the combined Synopsis/Solicitation, offers the lowest price, technically acceptable (LPTA) bid with no adverse past performances. The Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the contractor meets the requirements described in the requirement and past performance of similar size, scope and complexity.

SITE-VISIT:
A site-visit will be held on Tuesday, February 25, 2025 @ 10:00 A.M. EST in O'HARA HALL's Gymnasium located at the U.S. Merchant Marine Academy Kings Point, NY 11024. This is highly recommended to satisfy FAR Clause 52.236-3 "Site Investigation and Conditions Affecting the Work".
THE MILLER ACT IS APPLICABLE AND PAYMENT AND PERFORMANCE BONDS IN A PENAL AMOUNT EQUAL TO 100% OF THE CONTRACT PRICE AND ANY INCREASES ARE REQUIRED. A BID BOND IS REQUIRED IN AN AMOUNT OF 20% OF THE BID PRICE. PLEASE ENSURE TO READ THE LAST PAGE OF THE SOLICITATION DOCUMENT FOR ADDITIONAL BID INSTRUCTIONS.
