This project consists of supplying, installation, test and commission of the new Atlanta Regional Airport Falcon Field Airport ¿ Air Traffic Control Tower (ATCT) Communications and Weather Equipment. Deliver a fully operational communications and weather system that is in compliance with the Federal Contract Tower FAA Minimum Equipment List. Contractor shall provide all labor, tools, materials and equipment and perform all work required for the installation, wiring, connecting, adjusting, testing, commissioning and training and warranting of all items. A new Airfield Lighting Control Panel and Secondary Weather Wind Sensor tower is included in this scope. The Contractor¿s installers shall provide evidence of prior experience on at least three (3) locations within the last five (5) years where as they have demonstrated the ability to install, configure and integrate all equipment needed to meet FAA minimum equipment standards as laid out in FAA Advisory Circular 90-93A and the FAA Contract Tower Minimum Equipment List. Contractor shall provide copies of FCC radiotelephone license for radio certification. Airport has the right, for any reason, to refuse unqualified Contractors regardless of bid price.

The Peachtree City Airport Authority will receive bids for the Air Traffic Control Tower (ATCT)
Communications & Weather Equipment project at the Atlanta Regional Airport-Falcon Field. All
bids will be received until 2:00 p.m. on Thursday, September 17th, 2026, at the Atlanta Regional
Airport - Falcon Field, Airport Terminal Building, 7 Falcon Drive, Peachtree City, GA 30269. No
bids will be accepted after the deadline.
Bids will be opened at 2:00 p.m. on Thursday, September 17th, 2026 in the Atlanta Regional Airport
- Falcon Field, Airport Terminal Building, 7 Falcon Drive, Peachtree City, GA 30269.
The work is generally described as follows:

Bid security in the form of a bid bond equal to 5% of the total bid is required. Contract security in the

INSTRUCTIONS TO BIDDERS
I. GENERAL
A. State Licenses.
At the time a Bid is submitted, Bidders must meet qualifications stated in Section 20-
02 of GP-20, Proposal Requirements and Conditions. Bidders must provide
evidence of qualification with their bid.
B. Examination of Conditions Affecting Work.
1. Prior to submitting a proposal, each Bidder shall examine and thoroughly
familiarize itself with all existing conditions including all applicable laws,
codes, ordinances, rules and regulations that will affect this work. Bidders
shall visit the site, examine the grounds and all existing buildings, utilities,
and roads, and shall ascertain by any reasonable means all conditions that
will in any manner affect the work. The drawings have been prepared on the
basis of surveys and inspections of the site and represent an essentially
accurate indication of the physical conditions at the site. This, however, shall
not relieve the Bidder of the necessity for fully informing himself as to
existing physical conditions.
2. When boring data is provided in the Contract Documents, the Contractor
shall assume responsibility for any conclusions he may draw from such data.
He may employ his own consultants to analyze available information and
shall be responsible for any conclusions drawn from that information.
C. Nondiscrimination and Segregated Facilities.
1. Bidders must comply with the President's Executive Order No. 11246 which
prohibits discrimination in employment regarding race, creed, color, sex or
national origin.
2. Each bidder shall complete, sign and include in its bid proposal the Equal
Opportunity Report Statement. When a determination has been made to
award a contract to a specific Contractor, such Contractor shall, prior to
award, after award or both, furnish such other pertinent information regarding
his own employment policies and practices as well as those of his proposed
subcontractors as the FAA, the Sponsor, or the Secretary of Labor may
require. All such information required of a subcontractor shall be furnished
by the Contractor.
3. The Equal Opportunity Report Statement, Certification of Nonsegregated
Facilities, Equal Opportunity Clause, and all other EEO requirements shall be

included in all non-exempt subcontracts entered into by the Contractor.
Subcontracts entered into by the Contractor shall also include all other
applicable labor provisions.
No subcontract shall be awarded to a non-complying subcontractor.
4. The Contractor will insert in each of its subcontracts a clause requiring the
subcontractor to include these provisions in any lower tier subcontracts which
the subcontractors may enter into, together with a clause requiring this
insertion in any further subcontracts that may in turn be made.
D. Compliance with Law.
1. The successful Contractor must comply with Title IV of the Civil Rights Act
of 1964, the Davis-Bacon Act, the Anti-Kickback Act and the Contract Work
Hours Standard Act.
2. Payment and Performance Bonds shall be as specified; only the Payment and
Performance Bonds in the form set out within these documents are
acceptable.
E. Insurance Requirements.
Insurance requirements shall be as specified in the Supplementary Conditions.
II. PREPARATION AND SUBMISSION OF PROPOSALS
A. Sealed bids for the construction of the project generally described will be received
until the time and the date stated in the "Notice to Bidders".
B. All bids shall be submitted on the "Bid Form Package" form provided. No other
forms are acceptable.
C. Each Bidder shall present its bid in a sealed opaque envelope and utilize the sealed
Bid Label included in the Bid Forms on the outside of the envelope.
D. The Bidder's envelope shall contain the signed original as well as two (2) additional
copies of the following documents:

E. Bids shall be submitted as indicated by the "Bid Form Package" and shall be signed
in ink by an official of the firm submitting the proposal.
F. Erasures or other changes in a bid shall be explained or noted over the signature of
the Bidder.
G. Bids containing reservations, conditions, omissions, unexplained erasures or
alterations, items not required in the bid, or irregularities of any kind, may be
rejected by the Owner as being incomplete and not qualified for consideration.
H. Each bid shall indicate the full business name and address of the Bidder and shall be
signed by a qualified agreement of the bidder with the usual signature.
I. A bid submitted by a partnership shall list the names of all partners and shall be
signed in the Partnership name by one of the members of the Partnership, and in any
event in a manner that is capable of binding the Partnership.
J. A bid submitted by a Corporation shall be signed by those individuals who have
authority to bind the Corporation, along with an authorization, followed by the state
of incorporation and the title designation of the Corporation in legal matters. The
name of each person signing the proposal shall be typed or printed below the
signature.
K. When requested by the Owner, a Power of Attorney or other satisfactory evidence of
the authority of the officer signing on behalf of a Corporation shall be furnished for
the Owner's records.
L. The proposal must be accompanied by a Bid Bond payable to the Owner in an
amount equal to not less than five percent (5%) of the bid. If a bidder is awarded the
contract, but fails, refuses, or neglects to execute the contract within ten (10) days
after receipt of written notice of award, then the amount of his Bond shall be paid to,
or retained by the Owner as liquidated damages, although not as a penalty.
