Project Description: The City of Sunbury will receive sealed bids for “City of Sunbury DPW Building Renovations” via the PennBid Program (http://pennbid.bonfirehub.com) or one (1) original and one (1) copy at their office until Thursday, May 29, 2025 at 1pm, at City Hall at 225 Market Street, Sunbury, PA, 17801, at which time and place bids will be publicly opened and read aloud.
Work will include the removal and replacement of the exterior metal siding of building, new CMU wainscot or cast-in-place concrete, new exterior siding, interior liner panel, removal and replacement of man doors, vinyl window, removal and replacement of sectional overhead garage doors, and a new mini-split for one office. Bid will include several alternates for additional related building trade work.
A non-mandatory Pre-Bid Meeting will be held for prospective bidders at City Hall, 225 Market Street, Sunbury, PA 17801 on Thursday, May 15, 2025, at 1pm.
Bidding Documents are available at no cost via the PennBid program or copies of the Contract Documents may be examined and obtained at the City of Sunbury office located at 225 Market Street, Sunbury, PA 17801 Attn: Derrick Backer. Bidding Documents may be obtained for a non-refundable fee of $75.00. Checks shall be made payable to the City of Sunbury. Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the “Messages/Vendor Discussions” feature in PennBid no later than five (5) days prior to the date of receipt of bids or by email or phone call to the Engineer, CES Engineering, LLC at (814) 644-6621, (Lee Zeger); or via email at lzeger@ces-engr.com.
A certified check or bank draft payable to the order of The City of Sunbury, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid on the form provided. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
Liquidated damages apply at the rate of $500.00 per calendar day. Proposals must be on the forms furnished by the Municipality.
Compliance with Act 127 of 2012 requiring all contractors and subcontractors to use e-Verify for verification of employment eligibility for all employees will be required. A verification form shall be provided to the City of Sunbury as a precondition of being awarded a contract.
The project will be funded with Keystone Communities Program. The Pennsylvania Prevailing Wage and Related Acts apply to this Project.
Bids may be held by the City for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The City reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
