Project Description: New Cumberland Borough is receiving sealed proposals electronically via the PennBid Program until Friday, May 30, 2024, at 11:00 am prevailing time. After the bid closing, an uncertified bid tabulation will be posted to the PennBid Bonfire system. The project is anticipated to be awarded by the New Cumberland Borough Council at their regularly scheduled meeting on Wednesday, June 11, 2024, for construction of the following Project:
“Carol Street Paving Project”

The Project consists of pavement milling, scratch course, and wearing course overlay of Carol Street from Anna Street to Bridge Street and from Bridge Street to approximately 300 feet beyond the intersection with Carol Place, as well as the cul-de-sac terminus on Carol Place. The Work also includes design-build ADA-compliant curb ramps. The Contractor will be responsible for obtaining survey, designing, and submitting design documents to the Borough for review by the Borough Engineer.
Details may be obtained on the PennBid website (https://pennbid.bonfirehub.com). All information must be submitted on PennBid at the sole responsibility of the proposer. Each bidder is required to bid on the total project. All quantities listed are approximate. Liquidated damages apply at the rate of $500.00 per calendar day. A pre-bid meeting will not be held. Questions regarding the specifications shall be submitted on PennBid. Questions submitted after 5:00 PM on May 23, 2024, will not be answered.
Each bid must be accompanied by a bid bond or certified check made payable to "New Cumberland Borough" in the amount of 10% of the total bid in accordance with the Instructions to Bidders. The successful bidder shall provide a performance bond or certified check to the municipality in the amount of 100% of the contract within 15 days after the contract is awarded.
New Cumberland Borough, in accordance with Title VI of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 C.F.R., notifies all respondents that it will affirmatively ensure that MBE/WBE will be afforded full opportunity to submit proposals in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. Work must be performed to ensure that non-discrimination/sexual harassment provision of the contract documents and the CFA are met. The work shall also conform to the requirements of the Pennsylvania Prevailing Wage Act.
Substantial completion shall be Wednesday, September 15, 2024, and completion of work and final pay shall be Monday, September 29, 2024.
The Borough hereby reserves the right to reject any and/or all proposals submitted. The Borough also reserves the right to waive any defects, errors, omissions, irregularities, or informalities in the proposals received. All bids shall be irrevocable for sixty (60) days after the bid opening date.
