Summary
The purpose of this RFP is to solicit Proposals for the implementation of the Ohio Personal Responsibility Education Program (PREP), a federally funded initiative of the Family and Youth Services Bureau (FYSB) within the Administration for Children and Families at the U.S. Department of Health and Human Services (HHS). In Ohio, the Ohio Department of Youth Services (Agency) oversees the implementation of PREP under the State PREP funding stream.
PREP equips adolescents with essential knowledge about abstinence and contraception with goals of preventing pregnancy and stopping the spread of sexually transmitted infections (STIs), including Human Immunodeficiency Virus (HIV) and/or Acquired Immunodeficiency Syndrome (AIDS). In addition, the PREP curriculum targets three interrelated adult preparation subjects (financial literacy, healthy relationships and education and/or career success) to support youth in their transition into adulthood. Each year, thousands of Ohio youth become involved in juvenile justice and foster care systems. These populations often face the highest risks and challenges. As of September 2024, 549 youth between the ages of 10 and 21 were placed in Agency and Community Correctional Facilities in Ohio (www.acluohio.org). In addition, on any given day during 2023, there were approximately 500 children in county detention centers in the five largest counties by population in Ohio (Cuyahoga, Franklin, Hamilton, Montgomery, and Summit) (www.cincinnati.com). Moreover, during the 2023-2024 school year, the Ohio Department of Education and Workforce estimates that approximately 16,241 students were in foster care, with 41% of the students reported to be 11 years or older (https://education.ohio.gov). Ohio also has 611 school districts, with 336,393 students enrolled in alternative education during the 2021-2022 school year (https://forehaminstitute.org). Adolescence is a crucial time for developing positive decision-making skills and building healthy relationships, yet data from the 2023 Youth Risk Behavior Survey indicates that over 40% of Ohio high school students have engaged in sexual activity, with 29.2% currently sexually active. Among these students, less than half (46.2%) reported using a condom during their last sexual encounter, and less than a quarter (21.5%) reported using effective hormonal birth control. Additionally, the Centers for Disease Control and Prevention (CDC) reported that in 2024, Ohio had a teen birth rate of 15.4 births per 1,000 females aged 15-19, ranking Ohio 18th in the nation. Although Ohio has seen a steady decline in teen birth rates over the past decade, Ohio has seen a rise in reported STI cases among youth ages 10-14, indicating an ongoing need for comprehensive sexual health education. Programs like PREP play a vital role in this process by using evidence-based strategies to educate youth on pregnancy and STI prevention and equipping youth with knowledge and resources to make informed, healthy decisions. Ohio PREP will focus on providing more services to specific underserved populations including youth in middle school and more young women. Additionally, to address the needs described in the purpose and background section, Ohio PREP has identified the following additional target populations: 1) Youth in foster care (including residential facilities, group homes, and other out of home and congregate settings). 2) Pregnant and parenting teens under 21 years of age. 3) Youth in juvenile justice systems (including Agency facilities, county detention centers, community correctional facilities, youth on parole and probation, and other court ordered settings). 4) Alternative schools (including magnet, home schools, virtual or online, credit recovery, community, charter, STEM, and special education schools). An overview of the Work is provided below. The scope of work and requirements are provided in greater detail within Part 1, Scope of Work. The Contractor must implement and administer PREP in its awarded district(s) by successfully completing the Work. The Contractor must meet a minimum target number of youth for PREP completion, prioritize PREP in counties with high teen pregnancies and provide reports detailing PREP metrics and outcomes. The Contractor must attend mandatory meetings and trainings, professional development opportunities, program monitoring meetings and fiscal reviews. |
