Summary

STATEMENT OF PURPOSE

The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide providing consulting services to assist the City with preparation and submittal of its 5-year Consolidated Plan (FY2026-2030) and Annual Action Plan (FY2026) pursuant to 24 CFR Part 91, per the IDIS Consolidated Plan Template and update the City’s Citizen Participation Plan in order to meet the regulatory requirements of the U.S Department of Housing and Urban Development (HUD). More details on the City's needs for this work are provided in the Scope of Work .

Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

Background

The City of West Sacramento (City) became eligible to receive federal Community Development Block Grant (CDBG) Entitlement funding from the U.S. Department of Housing and Urban Development (HUD) in Fiscal Year 2016–2017. In accordance with HUD regulations, the City developed a five-year Consolidated Plan that assessed the needs of low-income individuals and neighborhoods and established goals for the use of CDBG funding. The consolidated planning process involved a review of existing data—including recent census and previously collected information—along with community input gathered through focus groups, presentations to City Commissions and the City Council, engagement with interested groups, and two public hearings.

Since gaining eligibility under the Federal Entitlement Program, the City has utilized its CDBG allocations to support projects aligned with the goals outlined in both the 2016–2020 and 2021–2026 Consolidated Plans. Major funded activities included:

  • Homeless Emergency Housing Rehabilitation Project
    CDBG funds allocated in the 2024 Action Plan supported the rehabilitation needs of the City’s homeless emergency housing programs. In December 2020, the City acquired a 40-unit motel to provide non-congregate interim housing for individuals experiencing homelessness and vulnerable to the COVID-19 pandemic. In June 2023, a second 21-unit motel was acquired to expand these offerings. In 2024, the City acquired two additional former motel properties to further expand the program and to facilitate the transition of participants from the former Rodeway Inn and Flamingo Motel sites in preparation for their redevelopment. These initiatives provided critical support for stabilizing individuals and assisting them in transitioning to permanent housing.
  • Permanent Supportive Housing
    Funds from the 2017 and 2018 Action Plans were used to assist in the acquisition of property for the development of at least 85 units of permanent supportive housing, specifically for individuals experiencing or at risk of homelessness. The City partnered with a nonprofit developer to acquire appropriate sites and complete construction. The resulting housing offers low-barrier entry and includes on-site supportive services tailored to residents’ needs.

  • Fair Housing Services
    Since 2017, the City has allocated a portion of its General Administration and Planning cap to fund fair housing activities. This included participation in the development of the Sacramento Regional Analysis of Impediments to Fair Housing, and funding a contract for fair housing services. These services have provided outreach, counseling, education, testing, enforcement, and landlord–tenant dispute resolution.

  • River Walk Trail
    The 2016 Action Plan allocated funding for the design and engineering of improvements to the River Walk Trail, extending from the I Street Bridge north to the Broderick Boat Ramp in the Washington Neighborhood (Census Tract 101.01). Additional funding from the 2021 program year supported construction. The project enhanced bicycle and pedestrian connectivity, included ADA improvements, and provided Washington Neighborhood residents with improved access to employment centers in downtown Sacramento. The project, which addressed Goal #2 of the 2016–2020 Plan and Goal #3 of the 2021–2026 Plan, was completed in August 2023.

  • Washington and Broderick Lighting and Safety Improvement Project
    The 2020 and 2023 Action Plans provided funding for lighting and safety enhancements throughout the Washington and Broderick neighborhoods. The project involved replacing and upgrading street and traffic lights and installing security cameras to aid local policing. These improvements addressed pedestrian safety and driver visibility, directly benefiting the low-income residents of Census Tract 101.01. This project supported Goal #3 of the 2021–2026 Consolidated Plan.

  • Microenterprise Assistance Program
    The 2019 Annual Action Plan funded a microenterprise assistance program for low- to moderate-income individuals who owned, or were developing, businesses expected to qualify as microenterprises. The program supported entrepreneurship and economic development and was completed in 2022.
