PRE-SOLICITATION NOTICE
75H70125R00034 Demolition of Historic Federal Clinic Buildings, Colville Service Unit, Nespelem, WA
This is a PRESOLICITATION NOTICE for an upcoming solicitation for the Indian Health Service (IHS). This notice is for INFORMATIONAL PURPOSES ONLY and is NOT a request for offers.
The Government anticipates releasing the solicitation around the beginning of April 2025 with proposals due at least 30 calendar days after solicitation issuance. This date is subject to change. A full scope of work, plans and specifications and labor standards will be included in the solicitation documents. Hard copy documents will not be available – all documents for proposal purposes will be posted at www.sam.gov for download by interested parties.
SET-ASIDE: This project will be procured as a set-aside 100% for Indian Small Business Economic Enterprise (ISBEE) firms under North American Industry Classification System (NAICS) code 238910 Site Preparation Contractors. The associated size standard for this procurement is $19 million. For information concerning NAICS and SBA size standards, go to https://www.sba.gov.
SCOPE OF WORK SUMMARY: The contractor shall demolish and dispose of the original hospital building (Building 21) and Nurse’s Quarters (Building 22) located on the campus of the Nespelem Health Center in Nespelem, WA, on the Colville Indian Reservation and return and the land to leasable condition. The buildings were constructed in 1934-35 by the Bureau of Indian Affairs (BIA). The original hospital building is a two-story (1st floor and daylight basement), 17,010 square feet concrete building on a concrete slab. The Nurse’s quarters is a single story concrete structure and concrete basement on a concrete slab, which is 3,402 square feet.
The former hospital buildings are almost 100 years old, and have been used exclusively for storage for the past 15 years. They are constructed of thick concrete walls which contain asbestos and lead based paint throughout the building walls and floors, and in certain other locations, as specified in the 2008 asbestos and lead based paint survey and inspection. The asbestos materials may be abated concurrently with the demolition of the structure by a licensed contractor using the wet method with appropriate site controls in place, or other approved method.

PERIOD OF PERFORMANCE: Period of Performance is 90 calendar days after issuance of a Notice to Proceed.
SITE VISIT: Details regarding a site visit opportunity will be included in the solicitation.
CONTRACT TYPE: The Indian Health Service intends to award a Firm Fixed Price (FFP) service contract in support of this requirement. The solicitation will be procured as a Request for Proposals (RFP) in accordance with FAR Part 15 and 37 procedures with Lowest Price Technically Acceptable evaluation criteria. Pursuant to HHSAR 326.603-1(c)(1), this solicitation is set-aside 100% for ISBEE offerors who are technically capable and provide fair and reasonable pricing.
