The following are specifications and conditions for the purchase of bulk fuel:
This request is for the purchase of bulk fuels to be delivered to the Sabine River Authority,
Parks and Recreation Division located at 2699 Palo Gaucho Crossing, Hemphill TX 75948
QUALIFICATIONS OF BIDDER: Bidders must, at the Authority's request, furnish
satisfactory evidence of their ability to furnish the products or services in accordance
with the terms and conditions of these specifications. The Authority reserves the right to
make the final determination as to the bidder's ability.
QUANTITIES: Quantities listed on Attachment No.1 are approximate use amounts and are
provided for the bidders information only. The Authority does not guarantee that these
amounts or any amount will be purchased under this bid.
PRICE: The Posted Terminal Price (to be listed per gallon) shall be the bidder's cost of fuel
F.O.B. the refiner's depot. The selling price shall be entered in column 2 selling price column
of bid form. The selling price shall be the total of the posted terminal price and the constant
defined on Page 2 hereof. The current posted terminal price as of June 24, 2026 shall be
listed in the space provided on Page 2 hereof.
AWARDING OF BID: The bid award will be made on the basis of the total annual cost to the
Authority for both fuels calculated by multiplying the total bid per gallon for each fuel by the
estimated annual usage of each (see attachment).

General Conditions of Bidding
READ CAREFULLY
1.Any catalog or manufacturer's reference in this proposal is descriptive, but not restrictive, and is used only to indicate type and grade.
Bids on other items of similar and equal quality will be considered provided the bidder states on the face of his or her proposal
exactly what he or she intends to furnish, otherwise he or she shall be required to furnish the items as specified on the proposal.
2.NOTE: The Sabine River Authority of Texas is exempt from all Federal Excise and State Taxes. DO NOT include tax in your bid price or invoice
Taxable items must be so designated, and the Authority will supply the contractor with Tax Exemption Certificate, properly executed.
3.Prices should be itemized. The Authority reserves the right to award by item or by total bid.
4.The Authority reserves the right to reject any and all bids or parts of bids.
5.Bid prices quoted will be FOB Parks and Recreation Division with all transportation charges prepaid unless otherwise requested.
6.The Authority will pay for articles or services purchased under this bid within thirty days after due and proper delivery accompanied by invoice.
7.In case of a discrepancy between the unit price and the extension, the unit price will be taken.

PRODUCT SPECIFICATIONS: Fuels to be supplied shall include the following:
1.Regular Unleaded Gasoline with a minimum octane rating of 87 and no more
than Ten Percent (10%) Ethanol.
2.No. 2 Diesel fuel with a minimum centane number of 40 (low sulphur) and no
Biofuel.
3.Federal Oil Spill Fee
4.Super Tax Fund
LENGTH OF CONTRACT: The effective starting date of this contract shall be
September 1, 2026 and shall terminate on August 31, 2028.

Bidders are requested to submit a telephone number and person to contact at
bidder's terminal (refinery) who will verify terminal prices on a given delivery
date to the above location. Terminal price shall be indicated on each invoice.

*CONSTANT: Shall be the difference between the posted terminal price per
gallon and the selling price per gallon. THE CONSTANT SHALL INCLUDE
THE STATE OF TEXAS TWENTY CENT (0.20) PER GALLON TAX ON
GASOLINE AND DIESEL, FREIGHT CHARGES AND BIDDERS PROFIT
MARGIN. DO NOT INCLUDE FEDERAL EXCISE TAX AS THIS AGENCY IS
EXEMPT. This constant shall be the amount bid in Unit Price/Bid Constant
column hereof.
** SELLING PRICE PER GALLON: Shall be the total of the posted terminal
price and the constant. Fluctuations of the selling price are expected throughout
the term of this bid period and shall be directly related to fluctuations in the
posted terminal price.
