This solicitation is being made pursuant to the M/WBE Noncompetitive Small Purchase Method, Section 3-08 of the New York City Procurement Policy (PBB) Rules, this procurement is exclusively for the City Certified Minority and Woman Owned Business (M/WBEs).

DSS/ ITS is requesting the Support for BCC Manager Software .  The anticipated contract period of performance is from 04/15/2025 to 04/15/2027.

The Mail Manager Full-Service Base Software products (End User Mailer Module) are used by ITS for the development and integration of the address standardization components or the Print to Mail (PTM)-2 project. Using this address correction software, ITS has obtained a significant savings in postage costs. In addition, this software allows HRA to adhere to all postal regulations. Support service includes the following:

  • Software updates every two months including any mandatory USPS regulatory changes.
  • Referential data directory updates every month to maintain USPS C/\SS compliance.
  • Unlimited access to customer support from 8AM to 7 PM EST.
  • Access to a wealth of information on the customer portal including forums. updates. free online training and more.
  • The software is helping the agency to mail client letter at a discounted rate.

Vendors will have access to all documents as well as proposal instructions of how to submit responses through PASSPort.
The bid closes on Friday, December 12, 2025 at 5:00 PM. Please submit your proposals by both acknowledging the receipt of the RFx in the Acknowledgement tab and completing your response in the Manage Responses tab.
