Project Description: Reading Area Community College (RACC) is seeking Bid Proposals from qualified Contractors for the construction detailed in the above-named project. Bid Proposals will be received by RACC via the PennBid platform at https://pennbid.bonfirehub.com by 13 May, 2026 at 2:00PM for SUB Building Renovation as per drawings and specifications. A complete set of Bidding Documents will be available at no cost on PennBid.
The work will be performed under a Multi Prime Contracts and consists of the expansion of Ravens Lounge, Food Pantry, Lobby and Toilet room reconfiguration, etc.
The above-referenced Project is subject to the Pennsylvania Department of Labor and Industry Prevailing Wage Rates. Certified Payroll Reports must be submitted and approved before payments can be made.
The project architect is Muhlenberg Greene Architects Ltd 1268 Penn Ave, Wyomissing, PA 19610.
An optional pre-bid meeting will be held on Thursday, Apr 23 at 10:00 AM in Ravens Lounge @ 25 South Front Street, Reading, PA 19602. All Bidders are welcome to attend. Please Park in Student Lot A, located on Front Street. A campus map may be found at https://www.racc.edu/about-racc/campus-map-and-directions.
Requests for Substitution shall be submitted no later than 5:00 PM on Monday, May 4, 2026.
Written requests for interpretation are requested by 5:00 PM on Thursday May 6, 2026, Requests must be submitted via PennBid.
All Bids must be received by 2:00 PM on Wednesday 13 May, 2026 for the above project through the PennBid portal (https://pennbid.bonfirehub.com ).
Bid Security in the amount of ten percent (10%) of the Bid amount must accompany the Bid in accordance with the Instructions to Bidders. The awarded contractor must submit their 100% Payment Bond and 100% Performance Bonds with Contract and Certificate of Insurance with signed contract.
RACC reserves the right to accept or reject any or all bids, waive any irregularities, omissions, errors, mistakes, or defects in any Bid, or to accept or reject any or all bids at its sole discretion in the best interest of the College. The Contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Owner.
