I. Introduction
The City of Bangor's Bangor International Airport (BGR) requests Bids for partial roof replacement
(9,000sf) at the Equipment Maintenance Building 100, 112 Maine Avenue, Bangor.
II. General Information
Available at the following web address: www.bangormaine.gov/proposals on the City's website.
By submitting a response to this solicitation, the Bidder accepts the responsibility for downloading,
reading, and bidding by the terms and conditions set forth in the City's "General Information for
Vendors."
III. Submission
For consideration, submit the Bid Form electronically or in an envelope via submission methods
listed below. The envelope must be clearly marked as "Bid No. P27-17: BGR - Partial Roof
Replacement - 112 Maine Avenue.
Submissions must be received by 2:00 P.M. on Wednesday, September 9, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401
(items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,
Bangor, ME 04401 (Bid must be received by the deadlines).
All submissions should reference "Bid No. P27-17: BGR - Partial Roof Replacement - 112 Maine
Avenue." Bids will be publicly opened at the time stated above in the Paul Bunyon Room
(first floor near the side elevator) 73 Harlow Street, Bangor, Maine.
A tabulation of all received Bids will be posted on the City's website as soon as possible after the

IV. Mandatory Pre-Bid Meeting and Questions
A mandatory pre-bid meeting and site evaluation will be held Thursday, August 27, 2026 at 9:00 AM.
This meeting will be held at Equipment Maintenance Building, Building 100, 112 Maine Avenue,
Bangor, Maine. All prospective bidders must attend to submit a Bid.
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,
Tuesday, September 1, 2026.
The City will provide a response by 4:30 P.M. on Friday, September 4, 2026. This response will be in
the form of an addendum, accessible on the City's website. Notifications will be sent to those who
have signed up to receive notifications at www.bangormaine.gov/bids through NotifyME.
Notifications will be sent when new addenda are released.
V. Late Bids
It is the responsibility of the Bidder(s) to see that their Bids have sufficient time to be received by
the Purchasing Department before the submittal deadline. Any Bid, portion of a Bid, or requested
Bid revision received at the City Purchasing Department after the time and date specified will be
returned to the Bidder unopened.
VI. Withdrawal of Bids
No Bidder may withdraw their Bid for a period of ninety (90) days from the date of opening. All
Bids shall be subject to acceptance by the City during this period. To withdraw a Bid prior to the
opening, the Bidder shall request the withdrawal in writing. All costs associated with the
withdrawal (i.e., mailing fees) will be borne by the Bidder.
VII. Rejection
The City reserves the right to reject any Bids, waive any informalities or defects in Bids, or
accept a higher-cost Bid if it is deemed to be in the best interest of the City. The City also reserves
the right to request clarification of any details from the successful Bidder.
VIII. Information for Bidders
A. References: Bidders must provide contact information for at least three references. References
should speak about the Bidder's ability and experience as it relates to them and this project.
The City will require a Certificate of Insurance from the winning Bidder prior to the execution
of the contract.
B. Safety: Bidders are required to comply with all applicable Federal and State safety and
environmental regulations, including but not limited to 29 CFR 1926 Subpart M - Fall Protection.
C. Tax Exclusion: All Federal and State taxes must be excluded from the Bid price. Upon request,
a tax exemption certificate for the City of Bangor shall be furnished to the successful Bidder.

D. Bid Form and Requirements: Bid Form, included with this request, must be completed and
returned for a Bid to be considered responsive.
E. Required Insurance: Bidders are required to maintain the following insurance policies
throughout the life of the project and name the City of Bangor as an additional insured where
applicable and may be required to provide proof:
1. Worker's Compensation Insurance Statutory
2. Employer's Liability Insurance $500,000 each accident
$500,000 disease - policy unit
$500,000 disease - each employee
3. Comprehensive Automobile $1,000,000 combined, single limit
Liability per accident
$2,000,000 aggregate
4. Professional Liability (Errors & $1,000,000 combined single limit
Omissions) $2,000,000 aggregate

IX. Scope of Work
The project is a roof replacement of the remaining section at Equipment Maintenance -
Building 100. The work is to be completed by October 23, 2026. The replacement shall
include:
1. Establish safe work site, OSHA compliant.
2. Establish FOD (Foreign Object Debris) protection measures to safeguard Aircraft on
the Flightline. Reference: Advisory Circular 150/5210-24A, Airport Foreign Object
Debris (FOD) Management, 8 February 2024, updated by errata 20 May 2024
3. Installation of pressure treated wood blocking at rakes and eaves.
4. Installation of #1 expanded polystyrene (EPS) between ribs.
5. Installation of a layer of 12" high density fiberboard insulation over the existing roofing
and secure to the deck with screws and stress plates.
6. Installation of a .060 adhered EPDM membrane per manufacturer's specifications.
7. Flashing of all roof penetrations.
8. Installation of 0.32 aluminum roof flashing entire perimeter.
9. Tie into the previously installed roof coating of the same spec, completed 9/2024.
10. Daily complete clean-up and disposal/removal of all waste materials.
11. Inspection by Manufacturer with a minimum 20-year watertight warranty.
