Description
1. Background
The Office of the Commissioner for Federal Judicial Affairs (FJA), through its International Programs Division (IPD), is actively engaged in promoting the Rule of Law and strengthening judicial systems around the globe. The “Equal Justice for All in Mongolia” (EJAM) project is a cornerstone of this mission, aimed at fundamentally enhancing Mongolia's legal and judicial infrastructure. This project is part of Canada's commitment to international development and cooperation, leveraging Canadian judicial expertise to foster legal reforms that contribute to a fair, transparent, and accessible judiciary in Mongolia.
The Foreign Procurement Expert (FPE) plays a crucial role in this initiative, tasked with establishing and managing procurement processes that align with both Canadian and international standards. The FPE will facilitate the contracting of foreign entities and manage the logistics of implementing overseas initiatives, ensuring the project's success through strategic procurement and effective contract management. The FPE will assist FJA with the procurement of goods and services required for project operations in the field. The procurement shall include, but not be limited to the following: event venues and related services, transportation arrangements, equipment and technology, catering for project events, professional services of local experts, interpreters and other specialists as required by the project needs.
2. Objective
The Foreign Procurement Expert will engage, for FJA, in procurement of goods and services by means of entering into contracts with, and providing payment to, providers of goods and services related to the “Equal Justice for All in Mongolia” project.
3. Scope of Work
The FPE will be responsible for Procurement Planning and Procurement Implementation (Lead and Oversee Procurement Processes, Supplier Management, Negotiation, Contract Execution and Management, Asset and Procurement Tracking).
The estimated contract period will be 58 month(s), with a proposed start date of 2025/06/09.
