Summary

The County of Inyo County Administrator's Office ("County") is hereby soliciting proposals from qualified firms (Respondents) who can provide the County with the following service: Solar Array Preventative Maintenance and Optimization Services .

Submissions to this RFP are due on Tuesday, October 28, 2025 at 5:00 pm . Submission instructions, a detailed scope of work, terms and conditions, and the applicable contract can be found below.

Background

Inyo County is a land of magnificent natural diversity and unique splendor. Considered a "Frontier County,” Inyo is the 2nd largest in California. The 10,227 square miles which comprise the jurisdiction stretch the wide distance from the California/Nevada state line near Death Valley National Park all the way to the spine of the Sierra Nevada. The County is dotted with historic towns, including the County seat of Independence, which hosts the County Courthouse, Jail, Juvenile Hall facility, and additional County office buildings.

The County facilities in Independence include three solar arrays: the County Jail rooftop array, the Juvenile Hall rooftop array, and a carport array at the Independence Courthouse Annex parking lot. The arrays are 12 years old and require performance analysis and preventive maintenance. The County seeks Solar Optimization and Preventative Maintenance Services through a qualified Contractor to provide monitoring and alerting services along with annual preventative maintenance, inspections, and testing. This is an ongoing service.
