Summary

The City of Lakeland is seeking the services of a qualified and experienced mowing contractor to furnish all required tools, equipment, materials, supplies, labor and supervision necessary for performing the requested maintenance at various lots as specified by the Code Enforcement Division. Any firm or individual responding to the Request for Proposal for Annual L ot Cleaning and Clearing Services for Privately Owned Properties agrees to abide by these specifications in their entirety. The work to be done in this Contract is for properties found in violation of Chapters 46 and/or 86 of the Code of the City of Lakeland.

The contract period shall be valid from issuance of purchase order, through September 30, 2026, and upon mutual consent of the City and Contractor, may be renewed under the same terms and conditions for up to four (4) additional one (1) year periods.

WORK TO BE PERFORMED

  1. Mowing of Grass: Grass and weeds shall be cut to a height of three to four inches on the lot and the adjoining public right-of-way between the property and adjacent street(s).
    1. The cuttings shall be removed from the sidewalks, driveways and street frontage. Cuttings shall be removed from the property. (The Contractor is encouraged to recycle clippings through mulch material, in line with State law implemented in 1992 if contractor chooses this method of disposal at his site).
    1. Use small power equipment to cut any vegetation inaccessible to mowers (this includes weeds/grass adjacent to structures (building, fence, walls, poles, curbing, and trees).
    1. The use of chemicals to accomplish the work in this contract is prohibited.
    2. Debris Removal: All organic/vegetation originating from the property is included in the standard lot clearing.
      1. Trash or scattered litter including but not limited to bulk items such as: decayed/decaying building materials, household furniture/furnishings, appliances, mechanical or transportation parts, tires, fallen trees, limbs, garbage, paper products, discarded metal, glass and wood products shall be collected and removed from the site(s). The amount for these items will be annotated on the work certificate in the section for junk removal. The amount in this category will be calculated outside the costs for a standard lot clearing if over one cubic square yard.
      2. Do not relocate any trash, debris or junk from one area to an adjacent lot or any unauthorized area. This is in violation of City of Lakeland ordinances and could jeopardize your position to conduct business with the City.
      3. Do not let residents influence the amount of work to be done. If you have questions about the work for the Lot Cleaning and Clearing Contract, contact your designated zoned Officer or the Code Enforcement Manager.
      4. The Contractor shall be responsible for any and all damage caused to plants, trees, turf, irrigation, utilities, structures, etc. due to improper, incorrect or careless work methods while conducting work under this contract.

PROCEDURAL PROCESS ON COMMUNICATION WITH THE OFFICER(S)

  1. If there are more cubes on the property than what is annotated on the work certificate, the contractor must immediately contact the officer and take photos.
    1. The photos must adequately depict the property
    2. The photos must be authentic, unaltered, unmanipulated, uncropped or photo shopped
    3. The photos must include a verifiable item of measurement for reference
    4. The measurement reference item must be captured in the photos next to the overgrowth or items to be remove
    5. Measure the bulk debris or junk at the place of origin, before pulling it apart or moving it. The measurement must not include air space. The measurement must strictly apply to the material to be removed.
    6. The contractor must take a photo to accurately show the amount of items removed
    7. The removal of large tree limbs 12” in diameter or more are a separate calculation and charge. These removals are outside the scope of “a standard cutting”, cleaning, incidentals and the cubic square yards of debris and junk annotated in the WC.
