RFP FOR REHABILITATION OF CITY-OWNED RESIDENTIAL EUPP PROPERTY
1. SUMMARY
The City of Foster City ("City" or "Foster City") is requesting proposals from qualified general
contractors interested in overseeing and performing construction and rehabilitation services
for one (1) single-family home that is part of the City's Existing Unit Purchase Program
(EUPP). While there are four (4) properties consisting of six (6) units in the program, the RFP
covers rehabilitation of one (1) EUPP property at this time located at 398 Chesapeake
Avenue.
The Contract term will be for one (1) year with an understanding that the rehabilitation work
for the unit shall be performed commencing upon execution of the Agreement and completed
within six (6) months of execution of the Agreement to the extent feasible.
Eligible firms are invited to submit proposals by the deadline date of September 11, 2026.
City of Foster City owns six (6) EUPP units, including two (2) single-family homes and two (2)
duplex properties, each with two (2) residential units. These units were purchased by the City
between 1997 and 2009. The units range in size from 1,290 to 2,000 square feet (SF) in size
and include two (2) bedrooms to five (5) bedrooms and. These units are in various locations
throughout the City of Foster City. This RFP is for the EUPP property located at 398
Chesapeake Avenue.

The draft rehabilitation plan for 398 Chesapeake is included with this RFP as Attachment 1.
The rehabilitation plan includes interior and exterior painting, plumbing and electrical
upgrades, a new roof, and various other work needed due to wear and tear after a long-term
tenancy.
2. SITE TOUR
Respondents are required to attend the site tour of the unit located at 398 Chesapeake prior
to submitting a proposal. The site tour is tentatively scheduled for August 31, 2026, at
10:00am. Advance registration is required by emailing njabba@fostercity.org. Please
indicate "Site Tour" in the subject line of your email. If you are unable to make the scheduled
site tour date, please contact Nori Jabba to make other arrangements. The Site Tour
Agreement (Attachment 2) must be submitted on or before the date of the site tour.
3. BACKGROUND
Incorporated in 1971, the City of Foster City is a planned community in San Mateo County,

California. Foster City is a General Law City with a Council-Manager form of government. It
is approximately four square miles, located about 25 miles south of San Francisco and 30
miles north of Silicon Valley, with easy access from Highway 101 and Highway 92.
Foster City is a culturally diverse community of roughly 33,000 residents. It has limited space
for growth in both residential and commercial areas. The developed portion of Foster City is
protected from flooding by an approximately 43,000-linear-foot (8-mile) levee system that
surrounds the City along the bayfront and an interior lagoon that serves as a drainage
detention basin.
The City of Foster City purchased six (6) single-family and duplex EUPP units between 1997
and 2009 to provide lower-income housing for larger families. The City also purchased the
22-unit building located at 501 Pilgrim Drive in 2022 for workforce and below market rate
housing. The Workforce Housing Property and other EUPP units are not included in this RFP.
Location
Foster City is located midway between San Francisco and San Jose on the western shoreline
of the San Francisco Bay, east of U.S. 101, which provides convenient access to the San
Francisco Airport and San Francisco to the north and Santa Clara County to the south. The
City is bisected by State Route 92 (the J. Arthur Younger Freeway), which runs between Half
Moon Bay to the west and Highway 880 to the east via the San Mateo-Hayward Bridge. The
City encompasses 12,345 acres, of which 9,726 acres are part of San Francisco Bay and
Belmont Slough, and 2,619 acres are land area.
California Labor Code 1720
While Contractors responding to this RFP must comply with California Labor Code 1720
Public Works, the City believes the EUPP units do not meet the definition of a public works
project, and they are exempt pursuant to section (c)(4). For more information, see California
Code, LAB 1720.

7. Modify the selection process outlined in this RFP upon written notification to all
respondents who have not been rejected at the time of modification.

7. SCOPE OF WORK
The requested bid for the Scope of Work is for rehabilitation of 398 Chesapeake Avenue.
The following tasks are associated with this RFP:
Task 1: General Contracting of Project - Kickoff meeting
At the start of the project, the Contractor will participate in a kick-off meeting with City staff to
review objectives, roles, communication procedures, and reporting expectations. The
Contractor will work with staff to refine and confirm the Project timeline. Ongoing project
management responsibilities include regular check-ins, progress updates, coordination,
budget tracking, and responsive communication.
Task 2: Rehabilitation Project Management
The Contractor will manage all project tasks, including selection of subcontractors,
payments to subcontractors, purchasing of materials and supplies associated with the
project, construction, and installation. In addition, the General Contractor will be responsible
for coordinating with the City's Building Division and obtaining all required permits and
inspections. Permit fees will be waived. See Attachment 1 for project details.
Task 3: Reporting and Records Management
The Contractor will maintain accurate and complete records of all Program activities,
including product warranties. The Contractor will provide documents to the City as
requested.

Task 4: Future Project Management, if requested
The Contractor will manage all project tasks, including selection of subcontractors,
payments to subcontractors, purchasing of materials and supplies associated with the
project, construction, and installation. In addition, the General Contractor will be responsible
for coordinating with the City's Building Division and obtaining all required permits and
inspections. Permit fees will be waived. The contractor acknowledges that the project may
be subject to bidding pursuant to the City of Foster City's contracting policies, and that a
Contract Amendment may be needed for future project work.
8. CONTRACTOR REQUIREMENTS
Firms responding to this RFP must meet the following requirements:
The firm holds a General Contractor's License and a Residential Remodeling
Contractor license (B-2 or some other equivalent level).
The firm has at least five (5) years of experience in remodeling and/or
rehabilitating single-family and/or multi-family homes in San Mateo County.
The firm has not had any significant penalties or judgements levied against
them through the California Contractors State License Board in the last five (5)
years.
Any subcontractors that will be used and the subcontractor's relevant
certifications and licenses for work to be performed.
The firm can meet the insurance requirements and agrees to provide
insurance certificates within seven (7) days, if selected.
The firm can enter into an Agreement with the City of Foster City, in a similar
form to the one included in this RFP, if selected.
The firm can meet the rehabilitation schedule of completion of the job within
six (6) months from the date of execution of the Agreement with the City of
Foster City.
The firm agrees to obtain all required permits and inspections using the City's
eTRAKiT system. The firm certifies that all work will be performed in
compliance with applicable California Building Standards (Cal.Code Regs.,
Title 24), the California Labor Code, as well as the City's Municipal Code and
other local law.
The firm agrees to hold a Foster City Business License during the term of the
project. The License must be obtained within seven (7) days of execution of
the Agreement with the City of Foster City.
9. PROPOSAL REQUIREMENTS
Contractors interested in submitting a proposal should respond to this RFP with a written
proposal that provides all requested information. The proposal will be considered complete
only if it includes all the items listed under the Proposal Requirements.
1. Title Page/Cover Letter
Include the RFP title; firm name; primary contact person; mailing address; phone
number; email address; and submission date. Provide a brief letter introducing the firm,
summarizing its interest in the Program, and outlining the firm's key qualifications.
Please include your firm's relevant license number(s).
2. Company Background and Experience
Describe the firm's history, areas of expertise, and experience providing services similar

to those requested. Include years in business, examples of similar projects and
locations.
3. Project Team and Key Personnel
Identify the individuals who will work on the Projects, their roles, and relevant
qualifications.
4. References
Provide three (3) references, including contact names, phone numbers, and email
addresses. Please indicate if your firm has had any experience working with a
municipality.
5. Disclosure of Existing or Potential Conflicts of Interest
Disclose any actual or potential conflicts of interest related to the firm or its staff in the
cover letter. If there are no conflicts, please include a statement of no conflict of interest.
6. Acknowledgement of RFP Requirements
Provide a statement that your firm meets the following requirements. Please list any
exceptions and provide an explanation for each exception.
7. Disclosure of Penalties and Judgements
Please disclose any penalties or judgements levied against the firm by the California
Contractors License Board since the firm's inception.
8. Project Bid
Include your proposed costs for the Rehabilitation Project Plan. Please add any
additional work and proposed fees that you believe should be provided.
10. PROPOSAL SELECTION CRITERIA AND PROCEDURE
Responses to this RFP will be evaluated based on the criteria as stated below. Staff will
make a recommendation to the City Council for approval of the recommended firm.
Responding contractors and/or teams will be evaluated based on the following criteria:
1. Quality and completeness of the proposal; and
2. Costs to the City associated with the Proposed Scope of Work; proposals will be
ranked in order from lowest to highest cost; and
3. Experience providing the services included in the proposal; and
4. Experience working with municipalities; and
5. Quality of references provided; and
6. The number and extent of exceptions to RFP requirements, if any
Top-ranked firms may be invited to an interview. Following interviews, staff will recommend
the highest-ranked firm to the Foster City's City Council for contract award.
