ITEM AND DESCRIPTION
Shawnee County Board of County Commissioners has authorized the issuance of a “Request for
Qualifications” from qualified consulting engineering firms interested in providing professional
design engineering services for intersection Project S-701010.00, SE 45th at SE Adams Street,
pavement replacement, and replace a 4-way signalized intersection with a roundabout.
SCOPE OF PROPOSED WORK
The purpose of this project is to improve intersection safety by removing the existing concrete
pavement and traffic signal structures, and constructing a roundabout.
Road closures due to utility relocations or project construction cannot take place until I-70
through downtown Topeka is open to unrestricted traffic. The timing of a letting should allow
for project completion (specifically full closure of the intersection) within a single construction
season.

scheduled for 2028 / 2029.
Work consists of (but not limited to):
• Design surveys
• Pavement design
• Drainage design
• Roundabout design
• Coordinate with utilities for possible relocation
• Conduct right-of-way staking for appraisers and utilities
• Prepare possible public meeting documents and displays
• Prepare field check plans, right-of-way plans, any necessary easement acquisition
documents and diagrams, office check plans, final plans, bidding documents, and

This work will take the project through bid award and construction contract approval by the
County Commission.
Real estate appraisal and acquisition will be conducted via separate contracts.
