REQUEST FOR STATEMENTS OF QUALIFICATIONS

City Utility Rate Study

The City of Siloam Springs is requesting statements of qualifications from firms interested in providing professional rate study services for the utilities owned and operated by the City of Siloam Springs.

The SOQ’s will be used for selection of firms for a utility rate study to be completed in 2025. The qualified firm shall demonstrate their ability to perform a rate study for Electric, Sanitation (municipal solid waste), Water, and Wastewater utilities, including but not limited to treatment plants, substations, distribution systems, and operations and maintenance costs. The rate study shall be in compliance with and satisfy the minimum requirements defined in A.C.A. 14-234-802.

Please submit one (1) paper copy of statement of qualifications and one (1) identical digital PDF copy on a properly labeled flash drive. Submissions shall be received no later than 2:00 pm on Friday, February 21, 2025.

The name and address of the firm shall be on the outside of the package and include “Qualifications for Siloam Springs Utility Rate Study”.

In evaluating the qualifications of each firm, the following shall be considered:

  1. The specialized experience and technical competence of the firm with respect to the type of professional services required;
  2. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project;
  3. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules and deadlines; and
  4. The firm's proximity to and familiarity with the area in which the project is located.

Proposers should structure their responses to follow this sequence where possible.
