TO: Training Systems Acquisition (TSA) IV Program Awardees
This is a notice only. No offers are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR OFFERS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Additional information, if required, will be posted on the TSA IV Program Collaboration Site (Box.com), which is the site used for all communication with TSA IV awardees.
AFLCMC/WNS has an ongoing requirement for Contractor Logistics Support (CLS) and Training Systems Support Center (TSSC) for the C-5 Aircrew Training System and Maintenance Training System. In accordance with FAR 7.107-5(c) Notification to the public of consolidation of contract requirements, this notice is to provide notification that the Senior Procurement Executive (SPE) has determined that the consolidation of the two (2) requirements, CLS/TSSC support for both Aircrew Training Systems and Maintenance Training Systems, currently being procured via separate orders under TSA III, is necessary and justified. The C-5 TS Team has conducted Market research resulting in a sufficient number of qualified small businesses that have the capability to be the prime contractor. The team considered alternative contracting approaches that would involve a lesser degree of consolidation; however, these approaches would continue to function inefficiently for the program office and contracting team supporting these requirements. Other negative impacts on the strategy with small business concerns are eliminated and small business concerns are a part of the acquisition strategy. Consolidating all contract work under one contract lowers Government and contractor overhead to manage the program. It will streamline contractor management/processes and the government will realize multiple benefits such as improved use of skills and experience and elimination of redundant contracting and management acquisition activities.
This determination was coordinated with the Office of Small Business Programs and will be solicited on an 100% Small Business Set aside basis under the TSA IV Multiple Award (MA) Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The procurement strategy provides for maximum practicable participation by small business. This consolidation meets the requirement of FAR 7.107 and the benefits of the consolidated acquisition would substantially exceed the benefits that would be derived from an alternative approach.
