This is an Intent to Sole Source notice. The required supply is available from only one responsible source, and no other product will satisfy the Government's minimum requirements. Therefore, in accordance with RFO Deviation Guidance for FAR 6.103-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements), this requirement will be solicited using other than full and open competition and awarded on a sole-source basis to Vindicator Technologies.
The 354th Security Forces Squadron (SFS) requires one (1) standalone, commercially available off-the-shelf (COTS), single restricted area badge creation system to replace its obsolete badge issuance system. The system shall include all required hardware and software necessary to design, print, issue, and manage secure identification badges.
At a minimum, the system shall be capable of producing identification badges displaying the following information:
The system shall incorporate security features that prevent unauthorized badge duplication and protect the integrity of badge credentials. It shall maintain a database of personnel and their associated Single Restricted Area authorizations, provide the ability to generate and export reports for auditing purposes, and be user-friendly with minimal maintenance requirements. The contractor shall also provide training for 354 SFS personnel on the operation and administration of the system.
The acquisition of this new badge creation system will replace obsolete equipment, improve the efficiency and security of Single Restricted Area access control, and enhance the 354th Fighter Wing's ability to support its mission.
This notice is not a request for competitive proposals. However, interested parties may submit a capability statement demonstrating their ability to meet the Government's requirement. Capability statements must be received by the closing date and time identified in this notice. Responses will be evaluated solely for the purpose of determining whether a competitive procurement is appropriate. A determination by the Government not to compete this requirement based upon responses received is solely within the discretion of the Government.
